Disaster Recovery Manager manages the design, implementation, and communication of business continuance and disaster recovery plans and processes that ensure the security and integrity of company data, databases, information systems, and technology. Conducts risk analysis to identify critical operations and systems that are core to continued business operations in the event of a disruption. Being an Disaster Recovery Manager monitors and tests the plans and back up systems. Manages the contracts with required vendors for off-site and other resources required for business continuation and recovery. Additionally, Disaster Recovery Manager develops and deploys training, documentation, and communication of disaster procedures to the organization. Develops service level recovery standards and agreements with vendors. Requires a bachelor's degree. Typically reports to a head of a unit/department. The Disaster Recovery Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be an Disaster Recovery Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required. Assistant Manager, Disaster Recovery

  • Position Overview:

    The Assistant Manager, Disaster Recovery will work closely with the Manager, Disaster Recovery, and designated Engineering disaster leadership staff to ensure that appropriate procedures are developed and implemented during the preparation and full activation phases of the Engineering recovery operations, as well as coordinate with the overall County effort as appropriate. The Assistant manager shall also be responsible for recommending and implementing appropriate training to staff before and during storm events. He/She shall be in a leadership role during activations.

     

    Job Duties/Responsibilities:

    • Evaluate, develop, update, and maintain the capabilities of the Harris County Engineering Department’s disaster recovery operations.
    • Help and coordination for the integration between and among Harris County Engineering Department and other organizations supporting the disaster recovery operations.
    • Develop, organize, and coordinate training and meetings as appropriate.
    • Serve as an expert within the Engineering Department for disaster recovery-related matters.
    • Provide specific support and recommendations for the Harris County Engineering Department to assist in recovery operations in the event of a disaster.
    • Prepare the Engineering Department for future disasters.
    • Maintain the Engineering Department’s disaster recovery organization chart and contact rosters, with input and approval of upper management.
    • Provide leadership in the operational readiness for the Engineering Department’s Disaster Recovery Operations Command Center.
    • Following a disaster, prepare regularly scheduled reporting of the progress of operations.
    • Following a disaster, serving in a leadership role within the Engineering Department’s recovery operations.
    • Other tasks, as assigned. Not all duties are listed above.

    Education:

    • Bachelor’s degree in business administration, Public Administration, Emergency Management, or a related field.

     

    Experience:

    • 5 years of progressive experience in emergency services and/or public safety.

    NOTE: Military service with similar job duties across any branch of the US Military may be considered to fulfill education and experience requirements (To qualify, military experience and rank must be clearly documented on your application employment history).

     

    Knowledge, Skills and Abilities (KSAs):

    • Strong written and oral communication skills.
    • Excellent interpersonal skills and the ability to deal tactfully with a diverse group of people in a professional manner in a complex organization, as well as to develop and maintain effective working relationships with government officials and other emergency response partners.
    • Excellent organizational skills.
    • Within the first year of employment, complete required training in National Incident Management Systems (NIMS) Incident Command System (ICS) -100, -200, -300, -400, -552, -554, -556, -558, -632.a, -700, and -800.
    • Demonstrate effective work habits and relationships, including the ability to work as part of a team or independently, and the ability to accomplish multiple projects simultaneously.
    • Ability to function effectively as a member of the Disaster Recovery Operations Staff by National Incident Management System (NIMS) protocols during emergency or disaster situations.
    • Must have Valid State Issued Driver’s License.
    • Must be able to operate general office equipment.
    • Proficiency in Microsoft Office programs- Outlook, Word, and Excel.
