Division Budget Manager directs and controls the budget and financial forecasting activities for a division, product, or business line. Leads the budgeting process for annual, quarterly, and monthly budget development. Being a Division Budget Manager develops budgetary policies and guidelines to optimize the budget. Incorporates past financial results into budget development. Additionally, Division Budget Manager monitors and analyzes performance against budgets. Implements tools and reporting used for planning, forecasting, monitoring, and decision support. May require a MBA. Typically reports to a director. The Division Budget Manager typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Division Budget Manager typically requires 3+ years of managerial experience. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.     The basics of this position:

    Directs the development and management of college budgets including determination of available resources and allocations. Presents budget for Board approval. Monitors budgets to ensure good financial management and compliance. Performs normal supervisory functions.

    What you'll do:

    • * Formulates procedures for the compilation and analysis of various budget proposals.
      * Develops estimates of budgetary resources and anticipated operating levels. Stays up to date on items with a potentially large budgetary impact such as employee benefits, state appropriations, etc.
      * Provides required financial and statistical information for the planning process. Maintains historical records to provide basis for evaluation.
      * Coordinates the budget development process in line with strategic goals and objectives.
      * Provides cost/benefit analyses of budget alternatives.
      * Develops primary financial information for unit negotiations. Provides analysis on unit proposals.
      * Reviews budget proposals and transfers for compliance with existing guidelines and budget policy.
      * Develops consolidated budgets for presentations to various review and approval authorities, including the Leadership team and the Board of Trustees.
      * Monitors budgets and prepares reports on status of actual versus budget.
      * Reviews and presents for approval all proposed modifications to the budgets.
      * Works with the Business Managers in developing budgets and providing information to department managers relating to approved budgets and related expenditures.
      * In conjunction with Human Resources, establish new positions that have been approved in the budget.
      * Review job vacancy postings for budget availability. Monitor full-time position budgets for adherence to budget and adjust for new employees as necessary.
      * Performs normal supervisory duties such as training, instruction, assignment of work and evaluation of job performance.
      * Participates in the College annual external audit and audits by granting entities.
      * Responds to State requests for information and analysis.
      * Responds to accreditation reviews and provides appropriate analysis for accrediting bodies.
      * Presents budget and development process in informational sessions such as board meetings, new employee orientation, service week, etc.
      * Uses data and business intelligence tools for research and ad-hoc reporting.
      * Serves finance subject matter expert on committees or negotiation teams as assigned.
      * Performs other job related duties as assigned.

    Education, experience, and other requirements:

    Master's degree or equivalent and over seven years of relevant full-time experience.
