Position Summary
The Human Resources and Administration Coordinator partners with the Human Resources/Safety/Administration team to coordinate, implement, and develop Oregon Trail Electric Cooperative (OTEC)’s employee development, public safety, and corporate administration programs. The Human Resources and Administration Coordinator ensures program compliance with applicable state and federal regulations, The Human Resources and Administration Coordinator provides direct support to the Chief Executive Office (CEO) by maintaining a current awareness of the key issues confronting the Cooperative and interpreting those issues and other developments in terms of timely input data needed by the CEO.
Education and Experience
- High school diploma or equivalent

Five years of related experience

Prior experience in an HR or administrative role is preferred

Bachelor’s Degree in related field preferred

Possess and maintain a valid state driver’s license

Duties and Responsibilities
- Participates in the full life cycle recruitment process, including preparing, sourcing, screening, selecting, hiring, and onboarding.

Leads employee development programs organizing team-building activities and recognition programs Collaborates with communications department to prepare internal employee communications.

Stay current with local, state, and federal HR laws, legislation, and trends, and maintain compliance with each.

Working knowledge of the Collective Bargaining Agreement (CBA) and policies and procedures.

Administer employee benefit and wellness programs.
- Maintain accurate and up-to-date employee records.

Participate in salary survey preparation and ensures timely completion for review by the Director of Human Resources and Administration.

Support employee and board training and development.

Participate in the coordination, implementation, and development of OTEC’s employee and public safety programs.

Act as a backup to the Manager of Safety and Loss Control to coordinate incident response and process related insurance claims. Assists with the processing of claims for work related injuries. Forwards claims to the worker's compensation carrier in a timely manner.

Serve as a liaison, primary point of contact, between the Board of Directors and the CEO including board meeting preparation and recording of meeting minutes. Coordinate with internal stakeholders to gather information and data for board reporting and presentations

Act as a resource for board members, addressing their inquiries, concerns, and requests in a timely and professional manner.

Assist in the development, review, and implementation of governance policies, procedures, tariff, and bylaws.

Work closely with the organization's legal team to ensure compliance with applicable laws, regulations, and corporate governance requirements.

Assist in the preparation and filing of necessary legal documents, including annual reports, corporate filings, and regulatory disclosures.

Cultivate a strong understanding of the organization's mission, vision, values, and strategic priorities to effectively represent them to the board.

Oversees the records management system including filing, space management, records retention, vital records protection, in order to provide data in a timely, organized manner.

Supports strategy reporting process and initiative progress for CEO and HR Departments.
- Participation in cooperative strategy and initiatives as they relate to Human Resources, Safety, and Administration.
This is a full-time position. This position requires that the employee be available for work outside the normal daily work period. Travel may be required within the four-county service territory during the business day and infrequently overnight. Occasional out of the area travel is expected to attend various activities such as meetings, training and other events.
