    The North Carolina Department of Labor is charged by statute with promoting the health, safety and general well-being of the workers in the state. The laws and programs the Department administers affect every worker in the state. The Department is organized into three primary divisions which carry out the Department's principle regulatory, enforcement and promotional programs, and the administrative operations. The three primary divisions have divisions, bureaus and offices under each, which carry out the specific and specialized portions of the NCDOL mission.     The Elevator and Amusement Device Bureau of the Department of Labor, under the direction of the North Carolina Commissioner of Labor, is charged with the responsibility for administering North Carolina General Statute, Chapter 95, Article 14A, known as the Elevator Safety Act of North Carolina, the Amusement Device Safety Act, Chapter 95, Article 14B and the Passenger Tramway Safety Act, Chapter 95, Article 15. Activities include but are not limited to inspecting elevators, amusement rides and tramways to insure compliance with the above Safety Acts of North Carolina and the North Carolina Administrative Code, Title 13, Chapter 15.

    Elevator Inspector inspects a variety of passenger-carrying devices to determine safe operating conditions and to detect potential hazards or mechanical failures. Enforces provisions of state and national safety codes for elevators, escalators, personnel hoists, amusement devices and the like. Position has condemnation authority of unsafe passenger-carrying equipment and conducts investigations of accidents where unsafe equipment or operations were involved.

    Applicants must reside in Mecklenburg or surrounding counties or relocate within 30 days of the hire date.

    Knowledge, Skills and Abilities / Competencies

    • Demonstrated ability to accurately and precisely inspect equipment with intricate and complex systems.
    • Demonstrated ability to maintain an extremely high level of visual attention and mental concentration while conducting an inspection.
    • Demonstrated working knowledge of the construction and operation of elevators, escalators and related equipment.
    • Demonstrated working knowledge of all applicable state and national safety codes for elevators, escalators and related equipment as well as amusement devices.
    • Demonstrated working knowledge of electrical and hydraulic systems.
    • The inspector must have the ability to be trained in using basic computer programs and simple word processing skills

    All NC Department of Labor Elevator Inspectors are required to be certified pursuant to the National Association of Elevator Safety Authorities’ Quality Elevator Inspector (QEI) ) certification program prior to conducting independent elevator inspections. The QEI certification requires a rigorous background check and examination process, and the inspector must continue to maintain these qualifications based on the ASME QEI-1 Standard for Qualified Elevator Inspectors. If a candidate does not already have this certification when applying for a position with NCDOL, once hired, they will be given study time and two opportunities to take the QEI examination. NCDOL will pay for two examination fees. If an employee does not pass the QEI exam after two attempts, the employee will be separated from the agency. A candidate must read and sign an acknowledgement of this requirement during the interview process.

    High school or General Educational Development (GED) diploma and four years of experience in the construction, inspection, erection, or servicing of elevators and related equipment; or an equivalent combination of education and experience.
