    About the Opportunity

    The Emergency Management Coordinator is essential in planning for and responding to emergency events, and in creating a culture of preparedness where employees and students are safe and prepared in their work and living environments. The Office of Emergency Management has an integral role in the coordination and planning of university response, recovery, and resumption of operations, as well as aligning the university with industry standards and best practices through continual process improvement.

    What You'll Do

    • Individual Building Emergency Plans (BEPs) – Establish, coordinate, and update the institution’s individual Building Emergency Plan’s (BEP) for each compass facility. BEP’s are the core of our emergency management within our building at ground level, and the program includes the preparing and exercising through tabletop and practical exercises. Collaborates with EHS in these processes for all buildings on campus. Primary liaison between higher leadership and personnel during states of emergency in buildings coordinate with higher leadership and mitigations experts for the emergency support and make decisions regarding how best to provide support in these situations. Provide Risk Assessment for buildings to EHS and university leadership. Identify, evaluate, and analyze risks inherent in WVU Facilities. Provide data reports and summaries regrading risk assessment. Utilize risk-based evaluations to determine high risk areas of WVU and make recommendations to reduce or eliminate.
    • Emergency Management Coordinator will coordinate with the following areas for accreditation requirements:
      • Radiation Safety - Assist in the development and update of Emergency Response Plans. Work with Radiation Safety to conduct audits and test the system.
      • Early Childhood Learning/WVU Childcare Center - Collaborate with staff to conduct risk assessments. Assist in providing active shooter training
      • Public Rail Transportation (PRT) - Assist in the development and update of Emergency Response Plans. Liaison with the federal agencies and the PRT. Complete one tabletop, exercise a year and assist in other trainings as is requested.
      • Office of Lab and Animal Resources (OLAR) - Assist in the development of Emergency Response, and evacuations plans. Liaison with federal agencies. Provide updates on national trends.
      • Dental School/Cancer Center - Assist in development of training
      • Athletics - Assist in the development of the Emergency Response Plans for all athletic venues.
    • Position is crucial in providing assessments to satisfy overall accreditation for these areas
    • Responsibilities for the University’s overall Emergency Response Plan include developing, implementing and coordinating a process for the campus wide all hazard analysis and planning designed to assess the potential impact of significant natural or human caused events such as mass casualty, chemical, biological, radiological exposures, flood, fire, bombing, civil unrest, major winter storms or serious utility outages in compliance with the National Incident Management System (NIMS) standards. Primary liaison between higher level administration during after-hours emergencies or any investigations as necessary. Risk Assessment for the university as a whole for the above-mentioned events. Collaborates with EHS to help develop budget for responses to natural disasters.
    • Identifies and develops policies and programs necessary to provide an effective emergency response plan assigns programs to appropriate staff member(s) and supervises creation and implementation as necessary. Existing Emergency management programs must be continually overseen and reappraised for efficiency and effectiveness by incumbent.
    • Emergency Management Coordinator will be completing annual tabletops, exercises, and large-scale field exercises that involve the University community. These exercises should cover a range of scenarios that may occur on the campus and should be conducted with a variety of partners and stakeholders from the campus and the community. Completing and after-action review after each training. This exercise should be documented for Cleary purpose.
    • Preforming an After-Action review on any incidents or exercises pertaining to Emergency Management within the University. identify employees who are in need of training and works with university leadership to budget with the organization regarding the cost of these trainings. Educate and Advise WVU partners and stakeholders regarding risks and procedures in Emergency Management.
    • Understand and fulfill obligations under the Clery Act, including but not limited to notifying UPD of significant emergencies or dangerous situations that may warrant a WVU Alert.
    • Maintaining a working relationship with West Virginia State Fusion Center, Department of Homeland Security, and the WVUPD, MPD, FBI, Monongalia Health Department and the local emergency planning committee.
    Qualifications
    • Bachelor's Degree in a related field, or training and work experience that equates to a bachelor's degree required.
    • A minimum of five (5) years of experience in running an emergency management division.
    • Ability to communicate with individuals at all levels within the organization and the public in a clear and professional manner.
    • Strong written, verbal, and interpersonal communications skills, including the ability to effectively communicate with diverse constituencies throughout the enterprise.
    • Ability to rapidly learn University and Department of Public Safety policies and procedures.
    • Knowledge of Federal National Incident Management System (NIMS) compliance, and Incident Command System (ICS) operations.
    • Knowledge of Homeland Security Exercise and Evaluation Program (HSEEP).
    • Demonstrated ability to develop, conduct and coordinate emergency exercises, and educational programs for a diverse audience of faculty, staff, and students.
    • Ability to establish effective partnerships, work effectively with groups and teams of academic and operational units where you will not have direct management authority.
    • Emergency Management Skills; Planning, Preparedness, Operations and Documentation (ICS forms), within federal (NIMS) standards.
    • Strong leadership, interpersonal and collaboration skills.
    • Ability to effectively coach and motivate teams.
    • Demonstrated ability in operational problem solving and decision making.

    Preferred Qualifications:

    • Master's Degree.
    Requirements
    • Valid US driver's license.
    • Must successfully pass a UPD background check. (WV/Department)
    • Must acquire and maintain CPR certification.
    • Comprehensive knowledge of relevant federal and state regulations, standards, and guidelines for emergency management.
    • Certified Emergency Manager (CEM), Associate Emergency Manager (AEM) Certification, or Certification as an associate in risk management, or related emergency management certifications.
    • Substantial experience in the field of emergency preparedness/ management in higher education.
    • Must successfully complete NIMS training to ICS-300 level. (Department Preference)
    • Complete the Clery Act Campus Security Authority Training
    • Complete with the Title IX training.
