Description
Position Title: Director of Employee Services (HR)
Department: Employee Services
Reports To: Vice President of Finance and Administration
(Collaborates with the Controller for payroll issues affecting the general ledger)
FLSA Classification: Exempt
Hours: Minimum of 45 per week
Rate of Pay: $75,000 - $82,000
Position Summary: Develops, enhances, and maintains the Seminary’s employee services programs, procedures, and initiatives to assist the Seminary’s leadership in meeting its annual goals while achieving its overall mission and strategic plan. Maintains and ensures compliance with all applicable state and federal laws as well as institutional policies. Oversees the payroll and benefits processes for all Seminary employees while focusing on internal equity and external benchmarks. Oversees all aspects of talent acquisition for the Seminary, ensuring the school acquires and retains the highest quality personnel possible who fully support the Seminary’s mission and ethos. Performs other projects as assigned by the Vice President.
Essential Functions:
- Payroll Process Management
- Manages a staff and student employee compensation plan that meets with administrative approval and conducts market salary surveys and internal salary audits as requested.
- Establishes processes/procedures to ensure legal compliance and fair practices regarding compensation and benefit plan design and implementation.
- Ensures each payroll is processed in a timely and accurate manner.
- Produces and maintains accurate and timely payroll records and makes required payroll adjustments.
- Works with federal, state, and local agencies regarding payroll reporting procedures.
- Oversees the preparation of annual W-2 statements in collaboration with Paycom.
- Reviews rules, regulations, policies and procedures regarding payroll management and processing, and recommends internal changes and/or upgrades.
- Employee Benefit Plan Coordination
- Collaborates with the Vice President of Finance & Administration to develop a comprehensive employee benefit program and manages the annual coverage renewal process, which includes shopping for plan enhancements and/or cost effectiveness; ensures successful implementation and appropriate employee support services by serving as the point of contact for employees with general benefit related questions. (Benefits currently include health, dental, vision, life, disability, sick leave, vacation time, retirement plan, and tuition remission.)
- Ensures COBRA compliance.
- Manages the annual open enrollment process.
- Reviews, corrects, and submits benefit billing statements for monthly vendor payments.
- Tracks time off plans in Paycom for benefit eligible employees (vacation, sick leave, bereavement, etc.).
- Budget Preparation & Management
- Oversees the departmental budget.
- Collaborates with the VP of Finance to prepare and manage the Seminary’s compensation and benefit budget lines.
- Legal Employment Practice and Seminary Policy Compliance
- Establishes, maintains, and enhances, as needed, an effective and legal personnel record-keeping system and set of procedures for all employee positions (including students).
- Manages towards institutional/leadership compliance with state and federal employment law and institutional policy regarding all employee positions (including students).
- Advises employees and leadership on employment relations issues and concerns; ensures proper compliance with employment legislation and Seminary employment policy.
- Maintains an updated and legal Personnel Policy Manual.
- Provides oversight for workers’ compensation and injury management for all Seminary employees (faculty, staff, and students).
- Responsible for unemployment processes and claims.
- Responsible for workers’ compensation processes and claims.
- Provides mandated training for employees as outlined by institutional policy.
- Serves as Deputy Coordinator of Staff Training for Title IX.
- Serves as Privacy Office for HIPAA Compliance.
- Serves as Healthy at Work Officer as necessary.
Other Responsibilities:
- Performs exit interviews with terminating employees.
- Assists with special events hosted by Human Resources.
- Coordinates and processes employment leaves including Family Medical Leave, Leaves of Absence, etc.
- Performs other work-related duties as assigned.
- Participates in the KY chapter of the College and University Personnel Association.
- Ensures Paycom integrity.
- Prepares employment letters of offer/agreement for staff positions.
- Manages and completes the department’s participation in the institutional assessment program.
- Designs, proposes, and implements initiatives which reinforce the Seminary’s commitment to valuing each staff member of the institution.
Financial Responsibilities/Authority:
- Reviews, corrects, and submits benefit billing statements for monthly vendor payment.
- Prepares and manages the Employee Services’ department budget.
- Prepares and manages the compensation and benefit budget in collaboration with the VP of Finance.
Direct Supervision & Project/Team Leadership or Training:
- Supervises the Payroll Specialist and Recruitment and Benefit Specialist positions.
- Supervises the orientation and training of new and existing employees on the Seminary’s HRIS.
- Manages the open enrollment process.
- Serves on President’s Council.
- Serves as Deputy Coordinator for Title IX.
- Serves on Campus Safety and Security Taskforce.
- Serves on Benefit Plan Oversight Committee.
- Serves as chairperson for Staff Council.
Tools & Equipment:
- Paycom software program, computer, adding machine, phone, fax machine, copier, and printer.
Education/Certification/Training/Experience:
- Bachelor’s Degree preferred in Business, Human Resources, Accounting or a related field.
- Certification as PHR or SPHR is strongly preferred.
- A minimum of five (5) years of professional experience in human resources and/or payroll, accounting processes, supervising and managing staff, and budget management experience.
- Strong verbal, written, analytical, mathematical and interpersonal skills a must.
- Ability to organize and prioritize work and to meet deadlines.
- Computer competency and ability to use Microsoft Word, Excel, and PowerPoint, as well as the Gmail and Google Drive platforms.
- HR database program experience desired.
