The Hawaii State Energy Office (HSEO), pursues the State’s vision of powering Hawaii’s economy and promoting energy security through clean energy. The mission of the HSEO is to facilitate innovation, investment, and deployment of clean energy infrastructure as a catalyst for economic growth, energy innovation sector development, and energy security advancement.
The incumbent in this position provides professional and technical program and project leadership related to the energy assurance and energy emergency response mission, functions, and responsibilities of the Hawaii State Energy Office to conform with relevant laws, policies, rules, and guidance. The position supports the HSEO Chief Energy Officer’s and the DBEDT Director’s roles in energy assurance and emergency management.
Knowledge: This position requires knowledge of project management; working knowledge and application of energy assurance, energy resiliency, emergency management, homeland security, and energy information and data sources, public policy and planning methods, quantitative analysis and research methods relating to energy; familiarity and understanding of Federal, State, and County government functions, organization and governing laws; and familiarity and understanding of Hawaii’s energy-related statutes, and State energy goals, policies, and objectives.
This position requires working knowledge, understanding, and application of research methodology and information collection and management; including the use of computer software and software packages (e.g., word processing, spreadsheet, presentation), and other software applications, to perform duties and responsibilities of the position.
Skills/Abilities: This position requires strong analytical, program and project management, computer, and communication skills. Ability to independently plan, organize, implement, and manage energy projects and programs; recognize issues and project development needs. Ability to analyze and process information and effectively present, report, and communicate the information and the analysis results. Ability to analyze facts and issues; make sound recommendations on complex and sensitive problems/situations. Ability to work collaboratively in team approach to program implementation and provide direction to cross functional teams and junior staff to achieve program objectives.
General Experience: Five to seven years of progressively responsible and professional experience in the energy or emergency management or homeland security related positions involving conducting studies, developing energy plans and policy recommendations to management, and managing related programs or projects. Completion of a full-time equivalent graduate course study in law or engineering may be substituted for the work experience requirement on a year for year basis. Other combinations of education and/or experience may be allowed, subject to review and acceptance by the Chief Energy Officer and/or designee.

Paid Holidays

The State provides a free life insurance policy for eligible exempt employees.
Retirement Plan
The State contributes to a retirement plan for eligible employees. Generally, employees under the Hybrid Plan with 10 years of credited service and who have reached 65 years of age or have 30 years of credited service and have reached 60 years of age may retire and receive benefits. Premium Conversion Plan
Participating exempt employees may increase their take-home pay by having the State deduct the cost of health care premiums before payroll taxes are withheld.
Flexible Spending Accounts
Eligible exempt employees can reduce their federal and state income taxes and social security taxes by setting aside money from their paychecks to pay for eligible out-of-pocket health care expenses and eligible dependent care expenses on a BEFORE-TAX basis.
Transportation Benefits
Participating employees may increase their take-home pay by having the State deduct qualified transportation expenses (i.e. eligible parking fees, monthly bus passes for TheBus, fare coupons for The Handi-Van, Vanpool Hawaii participation fee, etc.) through pre-tax payroll deductions.
Deferred Compensation
The State offers exempt employees a tax-deferred retirement savings program. This program allows employees to build a retirement nest egg through voluntary, pre-tax payroll deductions. A broad range of investment options are available to select from.
Temporary Disability Insurance
Qualified exempt employees may be eligible to receive partial wage replacement, at no cost to the employee, for a disability caused by a non-work related injury or illness under this program.
Social Security
As an employer, the State also contributes to an exempt employee's social security account.
Training & Continuing Education
The State supports developmental activities related to an exempt employee's work. In many departments there are numerous in-service training opportunities available. Sabbatical leaves with pay are available for qualified employees.
Travel Expenses
The State may pay for certain business related travel expenses including mileage reimbursement for use of a personal car during work, airfare, meals and lodging expenses for trips to neighbor islands or out of state.
Union & Collective Bargaining
Exempt employees may have the right to join the union for collective bargaining with the State and employee representation depending on the status of the exempt position.
