CLEAN ENERGY PROGRAM MANAGER

  • The City of Savannah seeks qualified candidates for the position of Clean Energy Program Manager within the Office of Sustainability. The Clean Energy Program Manager will be responsible for leading the City’s 100% Savannah initiative, an ambitious commitment to meet 100% of community-wide electricity needs with renewable energy by 2035. This work will be guided in large part by the 100% Savannah Plan, which was adopted by City Council in December of 2021.

    The Clean Energy Program Manager will manage several ongoing clean energy projects and develop new projects in line with the City’s clean energy goals and adopted clean energy plan. Key ongoing projects include a second phase of solar on City buildings, energy efficiency improvements to City buildings through a Guaranteed Energy Savings Performance Contract (GESPC), installation of EV chargers in public parks, and an EPA Environmental Justice Government-to-Government Grant, which will support the creation of a 100% Savannah energy efficiency program for low- and moderate-income residents.

    In addition to managing and developing projects, the selected individual will be responsible for seeking grant funding for energy initiatives, developing partnerships in support of the City’s goals, and leading outreach to connect residents with programs, identify needs in the community, and solicit feedback on program proposals.

    The successful Clean Energy Program Manager will be a highly organized self-starter who is innovative, passionate about the clean energy transition, and skilled at project management. You will also be a great fit if you enjoy establishing partnerships, developing new program proposals, and working closely with the community.

    • Manage existing and future clean energy projects as assigned by the Director of Sustainability
    • Serve as a technical advisor to the Director of Sustainability on energy projects and energy policy.
    • Complete triannual updates of the 100% Savannah plan, per the City Council’s directive
    • Identify grant opportunities, develop grant applications, and manage awarded grants.
    • Research and propose policies, programs, and technologies that can be applied toward the City’s 100% Savannah goals.
    • Foster partnerships with community groups, nonprofits, financial institutions, businesses, peer local governments, and other organizations in support of the 100% Savannah goals
    • Represent the City in energy-focused stakeholder engagement processes and regulatory proceedings (e.g. IRP proceedings, rate cases, DSM Working Group, etc.)
    • Communicate clean energy topics in a clear and concise manner both orally and in writing to diverse audiences with varying degrees of background knowledge and experience.
    • Conduct regular public outreach on energy topics. 
    • Prepare reports and messaging as requested for the Mayor’s Office, City Administration, City Council, and the public on project status and energy program accomplishments. 
    • Supervise the Clean Energy Program Coordinator 
    • Perform other related duties as assigned. 
    • Bachelor’s Degree from an accredited college or university in the hard sciences, technology, or engineering
    • Three years of professional experience in a relevant field is preferred. Internships, research experience, and volunteer experience may be considered for exceptional candidates.  
    • Ability to manage multiple complex projects simultaneously.
    • Strong interest and/or experience in several of the following areas: energy efficiency, renewable energy, electric transportation, utility regulation, energy markets, clean energy finance
    • Commitment to centering work in social and racial equity. 
    • Ability to learn and absorb new information quickly and respond to changing circumstances. 
    • Ability to innovate and accomplish ambitious goals with limited resources. 
    • Strong interpersonal skills
    • Demonstrated critical and systems thinking skills.
    Preferred Qualifications
    • Experience with managing long-term, multi-stakeholder projects. 
    • Experience writing and managing federal grants.
    • Certified Associate in Project Management (CAPM) certification, Project Management Professional (PMP) certification, or similar credential
    • Experience engaging and/or organizing community members and other stakeholders, particularly those from historically marginalized communities.
    • Experience working in local, state or federal government and/or public sector.
    • Concepts, methods and practices of sustainability, resilience, climate change, energy efficiency, and renewable energy 
    • Racial and social equity topics and their relationship to sustainability, resilience, climate change, and energy
    • Triple Bottom Line principles, life-cycle analysis, circular economy, and regenerative design
    • Clean energy issues, including technology, policy, and finance
    • Greenhouse gas emissions and GHG inventories
    • Green building principles and energy efficient design and operations
    • Energy markets, especially electricity policy and regulatory issues
    • Applicable federal, state, and local laws, ordinances, building codes, regulations and policies
    • Utility rate structures and how they are applied to calculate utility bills
    • Energy and utility analysis, including fiscal analysis and forecasting
    Skilled in:
    • Benchmarking building energy performance, energy efficiency, and building systems
    • Developing short-term and long-term planning
    • Public and interpersonal relation techniques
    • English usage, spelling, grammar and punctuation.
    • Modern office procedures and methods including common office software, but not limited to Microsoft Office Suite.
    • Demonstrated skill in making effective public presentations
    • Outstanding problem-solving skills, resourceful and skillful in conducting secondary research, information discovery, and data aggregation
