    Job Summary


    The Director of Planning for Minnesota Management and Budget (MMB) will be responsible for building, directing and managing a team that conducts long-range planning and policy analysis with the purpose of improving the quality of life for Minnesotans. In the short-term the position will focus on building the Planning Team by establishing operations and recruiting and hiring a diverse and inclusive team while using research to inform its strategic direction. The Director will then lead a team that provides vision for how Minnesota can address its greatest challenges, such as climate change and workforce. The team of high-level professions will use rigorous planning methodologies, futurist techniques and incorporate perspectives from communities highly impacted by the issues. By combining creativity and pragmatism the Planning Team will provide policy implementation support by working with the Governor’s office, inter-agency Subcabinets, state agencies, the legislature and the public. Responsibilities include:

    • Build and manage a new and diverse team of professional staff with a culture of inclusion and accessibility.
    • Create a strategic direction for the Planning Team that’s informed by research and key collaborators.
    • Establish operations for the team, including issue selection and planning process and coordination with other policy-oriented teams.
    • Direct a team with an expertise in long-range planning, research and policy analysis that informs budget, policy and program administration.
    • Convene collaborators to inform long-range planning and develop relationships.

    The Director, a core member of the new Planning & Policy Division, is charged with advancing the strategic approach to inter-agency coordination in partnership with senior leaders in MMB and the governor’s office.

    Qualifications

    Minimum Qualifications

    • Five (5) years of professional level experience which must include three (3) years at a supervisory or managerial level.

    OR

    • Bachelor’s degree in public policy, public administration, urban planning, journalism, law, or a related field and three (3) years of supervisory or managerial experience.

    This position requires extensive managerial expertise and a high-level of knowledge related to policy and management. Topics are varied but include policy development, policy implementation and long-range planning methodology, applying DEI principles, hiring, collaborator engagement and community-based participatory research that includes residents most impacted by the policy.

    Candidates should have ability to navigate ambiguity and lead with clear communication and project management expertise. The successful candidate should possess:

    Leadership:

    Leading Others: Building trusting relationships, coaching employees, fostering motivation and influencing others.

    Leading the Organization: Setting a vision, problem solving and goal setting methodologies.

    Technical: Knowledge of trends and best practices in areas of long-range or strategic planning, policy development and futurist techniques; knowledge and familiarity of state government and legislative processes and with statewide strategic priorities and goals. Ability to direct and coordinate report writing process by overseeing development of a style guide.

    Communications/Human Relations: Communications with executive branch agencies, the governor’s office, the legislature and the public; superior oral and written skills to successfully interact, establish, and maintain effective relationships in a complex and diverse organizational structure and work with individuals in a variety of contexts at all levels of the agency; ability to provide written and oral briefs to diverse audiences; understanding of relationships to drive effective collaboration with peers and stakeholders; and commitment to fostering a diverse and inclusive workplace.

    Preferred Qualifications

    • Advanced degree in public policy, public administration, urban planning, journalism, law, or a related field.
    • Experience with public sector organizations.
    • Knowledge of the legislative process, state policies, procedures and practices in the areas of information, financial and human resources management.
    • Innovation skills such as entrepreneurship and critical thinking.
