Hazardous Waste Compliance Inspector (Environmental Specialist 5)

    The Hazardous Waste and Toxics Reduction program within the Department of Ecology is looking to fill a Hazardous Waste Compliance Inspector (Environmental Specialist 5) position. 

    This position can be located at one of the following locations:
     Headquarters Office in Lacey, WA.
    Northwest Region Office (NWRO) in Shoreline, WA.
    Central Region Office (CRO) in Union Gap, WA.
    Eastern Region Office (ERO) in Spokane, WA.

    Upon hire, you must live within a commutable distance from the duty station. This position will require statewide travel. 

    Please Note: If the final location of this position is determined to be in our Northwest Region Office (NWRO) in Shoreline, WA. there will be an additional 5% pay increase due to its location in King County. In this instance the salary range will be $6,195 - $8,328 per month.  
     
    This position is the Statewide Pharmaceutical and Health Care Dangerous Waste expert within the Hazardous Waste and Toxics Reduction Program. In this role you will primarily inspect healthcare facilities throughout the state, with a focus in the NW region, for compliance with the State’s Dangerous Waste Regulations. Other duties include leading the Statewide Health Care Team, providing technical assistance both internally and externally, and following up on observed violations with both informal and formal enforcement actions.

    Program Mission: The mission of the Hazardous Waste and Toxics Reduction Program (HWTR) is to protect Washington’s residents and environment by reducing the use of toxic chemicals, safely managing dangerous waste, preventing new contaminated sites, and cleaning up contamination.

    What makes this role unique? 

    The state’s Dangerous Waste Regulations adopted new rules in 2020 that address pharmaceutical wastes. In this position you will help provide statewide consistency in implementing these rules. With the bulk of affected facilities located in the NW region, this position will focus their inspection efforts there.
     

    What you will do: 
    • Inspect health care facilities for compliance with the state’s Dangerous Waste Regulations, including the 2020 pharmaceutical waste rules.
    • Author inspection reports, follow up on observed violations with either informal or formal enforcement actions
    • Lead the statewide Health Care Team
    • Support other inspectors statewide on their healthcare facility inspections
    • Provide technical assistance to health care facilities statewide
    • Develop regulatory relationships with healthcare professionals and providers 


    Required Qualifications:
    Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:

    • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
    • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
    Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

    A total of Ten (10) years of experience and/or education as described below:

    Professional level Experience in: Environmental analysis or control or environmental planning.

    Education involving: A major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.

    Preferred education and/or experience:
    • Work experience within the fields of waste reduction or pollution prevention is highly preferred, specifically experience and knowledge of RCRA, chapter 173-303 WAC, and other laws and regulations related to the management of hazardous waste.
     
    Preferred knowledge and abilities:
    • Knowledge of industrial processes involving hazardous substances, generation of hazardous or solid wastes, air emissions and wastewater discharges.
    • Ability to interact with a wide variety of individuals and exercise the soft skills needed to network within business and academic communities.
    • Ability to prepare high quality materials for technical information (written and through presentation) with clarity to a wide audience.
