Estimator - Cost develops cost estimates for projects based on work scope, specifications, and contract proposals using applicable estimating methodologies and tools. Analyzes project requirements, plans, and specifications to identify labor, material, equipment, and service requirements. Being a Estimator - Cost uses benchmark data, trends, prior estimates, and historical pricing schedules to generate detailed cost estimates that consist of itemized lists of expenses, labor hours, material quantities, and potential cost variations. Depending on the complexity and type of project, may use different estimating methods, mathematical models, or specialized estimating software tools to generate estimates. Additionally, Estimator - Cost provides guidance and training on estimating best practices. May require a bachelor's degree or equivalent. Typically reports to a manager. Working team member that may validate or coordinate the work of others on a support team. Suggests improvements to process, is a knowledge resource for other team members.     Job Title - Cost Estimator

    Project – Metropolitan Transportation Authority (MTA)

    Job Location – New York City

    Job Summary –

    A Cost Estimator in the construction industry plays a critical role in ensuring that construction projects are completed within budget and according to specifications. They must have a strong understanding of construction techniques, project requirements, and local market conditions, as well as the ability to analyze complex construction plans and specifications.

    Job Responsibilities -----

    Project Level Estimate ---

    Prepare and maintain Project Level Estimates through various stages of a project, representing the total project scope.

    Design Phase ---

    •Prepare order of magnitude conceptual estimates.

    •Develop order of magnitude scope with Project Team.

    •Prepare preliminary budget and definitive estimates.

    •Develop quantity takeoff.

    •Obtain material pricing from vendors.

    •Develop labor/equipment crew requirements for each work component.

    •Estimate productivity for each work component based on previous LIRR experience.

    •Develop estimates for comparison to bids received.

    Construction Phase ---

    • Review Contractor progress payment breakdown.
    • Develop change order estimates and support PM and Procurement & Logistics (P&L) during negotiations,
    • Perform site investigations.
    • Develop Change Request scope with Project Team.
    • Prepare comparison of Change Request estimate to contractor proposal for negotiation process.
    • Develop Force Account Estimates to support in-house construction efforts.
    • Attend required project and staff meetings.
    • Develop estimates for Value Engineering change proposal reviews.
    • Develop/review Amtrak and LIRR estimate for construction support.

    Contract Duration ---

    The duration of this Contract will be for a period of one (1) year from the Notice to Proceed date, with an option for additional years of extension.

    Qualifications -----

    • 5-10 years of experience in the Engineering / Construction Cost Estimating field with an emphasis in cost estimates.
    • Bachelor's Degree in Engineering or Technology related field or equivalent.
    • Experience with review of Drawings and Contract Specifications.
    • Experience with use of RS Means or equivalent, historical productivity and cost data.
    • A thorough knowledge of computer applications as it relates to Estimating - MS Office (Excel, Word, Access, PowerPoint, Outlook).
    • Must be able to effectively communicate, possess good interpersonal skills and meet deadlines.
    • A thorough knowledge of Railroad Construction practices is preferable.
