Finance Director directs an organization's financial policies, planning, reporting and controls. Oversees all financial functions including accounting, budget, credit, risk, tax, and treasury. Being a Finance Director generally is the second most senior finance executive. Requires a master's degree in accounting or finance or equivalent. Additionally, Finance Director may require the Certified Public Accountant (CPA) credential. Typically reports to chief financial officer (CFO). The Finance Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Finance Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     This position provides professional services in directing and supervising the Finance Department, Liquor Operations, and Customer Service functions.  The Finance Director is an integral part of the City Management team providing oversight and direction to and for City departments, operations and functions.

    SUPERVISION RECEIVED 

    Works under the general direction of the City Manager.
     
    SUPERVISION EXERCISED 

    Supervises Finance, Liquor and Customer Service staff.The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the position 
    • Oversees and directs operation of Finance Department in accordance with Federal and State laws, regulations, GFOA standards and City ordinances and policies.
    • Discharges duties of office of Finance Director/City Treasurer. 
    • Oversees and directs City’s investments, cash flow and debt management.
    • Responsible for risk management programs and claims processing. 
    • Provides management oversight for work product and training of employees in Finance Department.
    • Directs development and implementation of City budget, annual and long-term capital improvement plans and long-range financial forecasts. 
    • Contributes to strategic planning and development.
    • Responsible for preparing for and coordinating annual audit. 
    • Provides financial analysis for and participates in labor contract negotiations as part of City’s negotiating team. 
    • Provides financial recommendations as requested.
    • Prepares timely financial reports as needed. 
    • Serves as acting City Manager in the absence of City Manager.
     PERIPHERAL DUTIES:
    • Attends Council, board and commission meetings as needed.  
    • Performs other duties as required.
     

    Education and Experience:

    • Graduation from an accredited four-year college or university with a degree in accounting, finance or business; CPA preferred.

    Preferred Qualifications:
    • Five (5) years of progressively responsible municipal administration experience and/or management oversight of finance operations in a local government setting.

    • Three (3) years of substantial supervisory experience with relevant computer knowledge.

       
    Necessary Knowledge, Skills and Abilities:
    • Ability to actively listen to others for understanding their needs and situations; ability to speak and write clearly.  Must be able to assertively control conversations and situations and quickly gather pertinent information.  Ability to read and understand correspondence, memoranda and directives.  Must be able to effectively represent the City Manager, the City and the department to the public and have the ability to give effective presentations to the City Council, City staff and the public.
    • Must act in a decisive manner, using good judgement.  Ability to assess problems and situations; ability to anticipate needs and evaluate alternatives.  Ability to make sound, informed decisions as they relate to position, projects, supervision, etc.  Must effectively use analytical skills in decision making process on all financial matters, including both long and short-term decisions.
    • Must be consistent in dealing with people; must be sensitive to other’s problems and concerns without direct involvement, must exclude personal biases from work performance; must have the ability to accept criticism and/or discipline; must have tact; must strive to promote a cooperative atmosphere in the department; and must have a positive attitude.  Must be able to effectively supervise the department.  Skill in successful negotiation of agreements, contracts and leases.
    • Must have commitment to the organization; willingness to take initiative; dependability; maturity in relationships with others; and self-confidence.  Must represent the City to others in a courteous, helpful, accurate and business-like attitude in telephone and personal contact.  Ability to establish and maintain an effective and respected working relationship with the city manager, department heads, elected officials and other agencies.   Ability to work as a team member.   Must be a proactive advocate for departmental structure and the continual review and revision of the City’s organizational structure to advance the best interest of meeting the City’s service needs.
    • Ability to produce quality, accurate and timely work.  Ability to detect and correct errors.  Ability to utilize work time properly and productively.
    • Knowledge of general municipal operations and management practices.   Knowledge of principles and practices of generally accepted accounting principles as they apply to municipal operations.  Knowledge and skill in computer systems.  Ability to formulate, initiate and administer policies and procedures.  Knowledge of municipal accounting, fund management and investment techniques.  Knowledge of enterprise accounting procedures, state laws/regulations and tax increment financing.
    • Must have the ability to read and discern visual images on a variety of media.   Ability to hear conversation over telephone or in a public meeting setting.


    Special Requirements:

    • Must be bondable.
    • Must have a valid driver’s license.


    TOOLS AND EQUIPMENT USED

    Requires frequent use of personal computer including word processing and spreadsheet programs; calculator, telephone, copy machine and fax machine.
