Job Title: Controller/CFO Reports To: Economic Development Authority Status: Exempt
Responsible for all financial and fiscal management oversight for the Fort Sill Apache Economic Development Authority and underlying business entities to include tribal gaming and retail. The Controller will develop, implement, and evaluate the accounting policies, procedures, and reporting systems. Ensures proper compliance with tribal, state, and federal regulations, assuring resources are managed in an accountable and ethical manner. The Controller serves as the principal assistant and financial advisor to the EDA for analyzing and reviewing all financial aspects concerning the tribal business entities.
Minimum Qualifications:
1.Minimum of a bachelor’s degree, preferably an advanced degree or equivalent in business management, finance, accounting, urban/economic planning and development.
2.Minimum 5 years of relevant, progressive professional experiences, including at least three years of economic development experience and engagement in real estate development initiatives.
3.Five years’ experience with Tribal entities, including experience in Indian Gaming and related accounting procedures and regulatory compliance.
4.Proven track record with public/private financing strategies, including public/private funding resources, and experience in securing and negotiating public/private partnerships.
5.Experience in public relations/communications and government relations at the local, state, and federal levels.
6.A “working executive”: visionary and leader but also a “do-er”;
7.Strong inter-personal skills, including cultural sensitivity and ability to interact with and understand Tribal people and customs.
8.Team-oriented: able to monitor, communicate, develop and motivate positive team performance. Sound judgment and decision-making.

10.Able to travel independently to meet with local, regional and national representatives and groups, as appropriate to the functions and responsibilities.

13.At a minimum, the selected candidate will be required to pass a background check and drug-screening test, and obtain a gaming license.
Duties and Responsibilities:
1.Preparation of annual plan of operation, and strategic planning for Trustee review (including operating budgets, capital budgets, training requirements, expense and revenue projections and reinvestment and profit-sharing plans, accounting for corporate funds and coordination with applicable federal agencies, banks, financial institutions and financial advisors;
2.Develop, prepare and presents budget requests; monitors funds and other resources; and controls expenditures for operational work plans within strategic plans, organizational goals and priorities;
3.Approve expenditures consistent with the EDA's annual operating budget;
4.Manage all funds for the EDA, foster and maintain relations with lenders and banking institutions. Monitor loan activity and performance and report to EDA;
5.Consolidate financial statements from various enterprises for loan consortium;
6.Monitor loan ratios and margins;
7.Serve in whatever capacity designated by the EDA with regard to each limited liability company established by the EDA;
8.Oversight of gaming accounting department to ensure compliance with fixed asset reconciliations, audit success, and policy and procedure updates.
9.Attend and participate in Trustee meetings and report to and advise the EDA on the financial health of the EDA business entities;
10.Attend and participate in meetings of standing or temporary committees, as delegated by the EDA;
11.Carry into effect all orders and resolutions of the EDA as required or directed or as good business judgment dictates.
12.Oversee all underlying limited liability companies financial activity, monitor and approve actions. Participate in planning and reporting of financial documents, budgets, and audits. Serve as liaison for EDA in other matters as delegated;
13.Oversee insurance needs and relationships with brokers to provide appropriate coverage for all entities;
14.Monitor overall capital expenditures (CapEx) and correlate appropriately with loan needs;
15.Review and approve credit applications;
16.Review outside bookkeeping activities for EDA business entities;
17.Oversee engagement letter process for outside auditing for all entities;
18.All other duties as assigned.

While performing job duties the team member is regularly exposed to risks associated with travel between buildings and back and forth to other areas as may be required due to business demands. The team member is occasionally exposed to fumes or airborne particles, including second-hand environmental smoke. The noise level in the work environment varies from light to moderate, and there are fluctuations in lighting due to flashing lights from slot machines and band lighting.
