Fraud Prevention Manager manages a team of analysts responsible for the detection, prevention, and mitigation of fraudulent transactions. Develops cross-functional initiatives to proactively detect and prevent fraud from occurring. Being a Fraud Prevention Manager approves and implements recommendations for process and procedure improvements. Reviews and implements best practices in the fraud prevention industry. Additionally, Fraud Prevention Manager ensures compliance with all relevant anti-fraud regulations and standards. Creates reports outlining trends, risks, and mitigation strategies. Requires a bachelor's degree. Typically reports to a director. The Fraud Prevention Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Fraud Prevention Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.   • Essential Duties and Responsibilities

    The position duties and responsibilities listed below describe the general nature and scope of work. These duties and responsibilities pertain to DHA and all Affiliates.  Other responsibilities, duties and skills may be required and assigned, as needed.

    • Manages allegations of program abuse or fraud by residents, landlords, or staff to prevent illegal, unethical, or improper conduct.
    • Responds to alleged program abuse by evaluating or recommending possible termination.
    • Investigates the validity of allegations and complaints through field investigations and analyzing documents/data; prepares reports based on investigation findings.
    • Collaborates with other departments (e.g., case management, operational support, Office of Inspector General (OIG), etc.) and to the appropriate existing resources for investigation and resolution of program violations.
    • Collects and tracks collection loss debt payments and fraud recovery debt payments submitted directly to Agency; submits payments to Finance Department and maintains records of payments in accordance with established procedures.
    • Checks criminal records through online searches; verifies proper interpretation of criminal offenses when using eligibility standards.
    • Assists in maintaining the trespass list; serves as a law enforcement liaison; serves as member of grievance panel and backup to agency hearing officer.
    • Oversees security issues involving main office building access control; monitors camera systems and burglar alarm installation/issues across DHA sites; issues alarm codes and access cards to employees.
    • Assigns parking decals for central office employee parking; maintains and issues parking warnings; assists in unauthorized vehicle towing for central office; monitors use of the agency pool van.
    • Performs other duties as assigned.

    Education and/or Experience

    Associate degree or Technical degree with coursework in criminal justice, psychology, sociology, or related field and moderate law enforcement, safety and security, corrections, or community service experience. A combination of education and experience may be considered.

    Must possess a valid State issued driver’s license and be insurable under the Authority’s plan.

    Technical Skills

    To perform this job successfully, the employee should have strong computer skills and working knowledge of Microsoft Office Suite products at an intermediate level. Must have the ability to learn other computer software programs as required by assigned tasks.   Must also possess the ability to effectively operate all office equipment including but limited to copiers, scanners, fax machines and telephones.
