    Research, Applied Analytics and Statistics (Data Management Division)

    The following are the duties of this position at the full working level.

    • Advises and assists top level management on changes to and formulation and implementation of policies for programs, processes, and initiatives to help improve the effectiveness and efficiency of agency strategies and nation-wide operations.
    • Assesses existing and proposed programs and activities to determine their investment potential and contribution to the achievement of the mission and strategic goals.
    • Identifies business, technological, and financial risks within ongoing programs and opportunities directly and indirectly involved in meeting established agency goals and objectives, and serves as a consultant to help prepare, execute, revise, and

    monitor management policies.

    • Plans, conducts, and completes policy and management analyses of complex issues and operations to provide senior executives with accurate and timely data, policy options, and recommendations and works with them to develop and implement policy changes that will help them carry out their strategic thinking and decision making responsibilities.
    • Uses information technology hardware and software to gather and interpret data and prepare reports, spreadsheets, flow charts, policy statements, action plans, milestones, and illustrated presentations for

    delivery to key strategic leaders.

    This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

    • Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status.     • Must be a U.S. Citizen or National and provide proof of U.S. Citizenship. (Birth certificate showing birth in the U.S; Unexpired U.S. Passport; Certificate of Citizenship or Naturalization; or Report of Birth Abroad of a U.S. Citizen (Form FS-240))
    • A 1-year probationary period is required.
    • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.

    • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.     Qualifications

    Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

    SPECIALIZED EXPERIENCE: GS-09 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Managing assignments that required a working knowledge of program oversight; experience using quantitative and qualitative techniques and applying analytical and evaluative techniques to projects or studies involving the efficiency and effectiveness of program operations or substantive administrative support functions. Experience demonstrating verbal and written communications such as preparing analytical reports, policy statements and guidance, implementation plans, and presentations. OR You may substitute education for specialized experience as follows: A master's or equivalent graduate degree in a related field of study from an accredited college or university, OR two (2) full years of progressively higher-level graduate education leading to such a degree, OR an LL.B. or J.D., if related. OR You may qualify with one year of combined experience and education as described above.

    SPECIALIZED EXPERIENCE: GS-11LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Managing assignments that required a workable knowledge of program oversight; experience using quantitative and qualitative techniques and applying analytical and evaluative techniques to projects or studies involving the efficiency and effectiveness of program operations or substantive administrative support functions. Experience with verbal and written communications such as preparing analytical reports, policy statements and guidance, implementation plans, and presentations.OR You may substitute education for specialized experience as follows: A Ph.D. or equivalent doctoral degree in a related field of study from an accredited college or university, OR three (3) full academic years of progressively higher-level graduate education in a related field of study from an accredited college or university, OR LL.M., if related. OR You may qualify with one year of combined experience and education as described above.

    SPECIALIZED EXPERIENCE: GS-12 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Managing multiple assignments that required a workable knowledge of program oversight; experience using qualitative and quantitative methods; planning policies and procedures; and oral and written communications. Experience using computer applications to prepare written reports, spreadsheets, and flowcharts; experience utilizing a range of project management principles, practices, methods, and techniques; conducting analysis of issues broad in nature, and/or of strategic importance, and assisting in developing new approaches and/or refining existing techniques.

    SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Managing multiple assignments that required a wide range of knowledge of program oversight; experience utilizing qualitative and quantitative methods, planning policies and procedures, negotiation techniques, and oral and written communications. Experience using computer applications to prepare written reports, spreadsheets, and flowcharts; utilizing a range of project management principles, practices, methods, and techniques; conducting analysis of issues broad in nature and/or of strategic importance. Experience developing new approaches and/or refining existing techniques, and/or developing and implementing policies with organizational impact.

    AND

    MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

    • The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages.
    • This is a non-bargaining unit position.
    • Tour of Duty: Day Shift - Start and stop times between 6:00 a.m. and 6:00 p.m.
    • Alternative work schedule, staggered work hours or telework may be available.
