Program Manager - Federal Homelessness and Housing Funding

  • The Department of Workforce Services, Office of Homeless Services, is seeking a highly skilled candidate to fill a Homeless Housing Funding Team Program Manager position. This position will oversee the administration of contracts, specifically those related to deeply affordable housing development and federal programs for homelessness and housing received through the Department of U.S. Housing and Urban Development.

      Principal Duties
    This position is responsible for:
    •  Training and coaching staff on Utah Department of Workforce Services (DWS) processes and best practices related to the administration and monitoring of federal and state funded contracts.
    • Overseeing the creation of Request for Grant Applications to distribute state and federal dollars.
    • Creating monitoring tools and processes as required by federal, state, and DWS regulations.
    • Ensuring that monitoring for all assigned funding sources takes place according to federal, state, DWS, and industry standards.
    • Supporting the Utah Homeless Services Board (UHSB) by presenting periodic and ad hoc reports and fulfilling any requests made by the UHSB.
    • Coordinating with colleagues in DWS Office of Homeless Services (OHS), DWS contracts team, homelessness and affordable housing service providers, federal partners, local governments, and other state departments and divisions.
    • Providing training and technical assistance to agencies throughout the state to ensure compliance with federal and state rules and regulations, Continuum of Care (CoC) policies, data collection and quality, national best practices, and making recommendations for improvement.
    • Providing expertise and training on federal, state, local regulations, standards, and best practices related to housing and supportive services for individuals and families experiencing homelessness.
    • Working with a variety of stakeholders, including homeless service providers, health care providers, social justice advocates, law enforcement agencies, affordable housing and community development organizations, and local governments.
    • Supporting the implementation of the statewide strategic plan on homelessness in coordination with local strategic homelessness plans.
    • Resolving high conflict issues due to service delivery and contract management breakdowns by responding to requests, issues or problems from stakeholders and grantees.
    • Collaborating on the creation and submission of state and federally required reports and ad hoc queries.
    • Providing ongoing learning and research regarding affordable housing and homelessness best practices and regulations.
    Ideal Candidate
     The ideal candidate for this position is someone who has: 
    • At least three years experience with multifamily affordable housing development, including knowledge of grant funding and loan underwriting mechanisms.
    • At least three years experience performing compliance and monitoring for state or federally funded projects.
    • Professional experience working with HOME-ARP, Low Income Housing Tax Credit (LIHTC), U.S. Treasury American Rescue Plan Act funding, Emergency Solutions Grant (ESG), Housing Opportunities for Persons with AIDS (HOPWA) and other government funding sources.
    • At least four years experience providing direct supervision of a team of at least three employees, ensuring their growth and success as employees.
    • Professional experience with the provision and development of housing related to homeless services, with an emphasis on experience with how the service delivery system in Utah operates.
    • Demonstrated ability to create and provide training to a diverse group of stakeholders, including high level elected officials, executive directors, front line services providers, and the general public.
    • At least five years professional experience providing or overseeing the provision of a variety of homeless services, including emergency shelter, homeless prevention, rapid rehousing, permanent supportive housing, street outreach, transitional housing, and general case management.
    • Professional experience and working knowledge of homelessness services, deeply affordable housing development, state homelessness prevention strategies, and U.S. Housing and Urban Development funding and processes.
    • Experience creating policies and procedures for new and existing programs;
    • Experience providing effective technical assistance and consultation.
    • Professional experience with community and housing development in rural areas.
    • A high tolerance for managing complex, stressful situations and demonstrated experience in creating workable solutions to complicated problems.
    • Demonstrated talent and ability to learn multifaceted complex programs and implement them successfully.
    • Excellent communication skills including the ability to convey complex and technical information clearly to non-technical audiences.
    • Self-motivated with the ability to prioritize, meet deadlines and manage changing priorities.
    • Experience writing correspondence, reports, documents and/or other written materials.
    • Experience working with people in a manner which shows sensitivity, tact, professionalism and responsiveness.
    • Advanced skills with Microsoft Office products, specifically in Word and Excel;
    • Lived experience with housing insecurity and/or homelessness.
