Funding Coordinator (MA 4) DOH8074

    This is a full-time, permanent, remote position.

     

    As the Funding Coordinator within the Office or Innovation and Technology (OIT) Policy, Portfolio, and Business Management Unit, you'll play a pivotal role in driving the agency's mission forward. Your focus will be on managing and analyzing intricate funding and grants within OIT, ensuring they align with both the DOH funding transformation plan and the OIT Strategic Plan to optimize resources for strategic objectives. Collaboration will be key, as you work closely with Office of Financial Management staff, OIT Leadership, Managers, and division leadership to effectively manage enterprise-level grants.

     

    In this role, you'll engage in facilitating and consulting with internal and external experts to pinpoint funding opportunities that align with the Agency’s strategic goals. Your daily tasks will revolve around research, analysis, and reporting to bolster funding optimization endeavors and ensure responsible spending. Moreover, you'll spearhead grant analysis, coordinate application packages, and lead teams within OIT to secure new funding opportunities, all while supporting overall OIT financials, administrative contract management, budget planning, fiscal monitoring, and accounts payable. Your responsibilities will include crafting grant application packages, serving as a liaison between OIT and the Strategic Funding Investment Team to secure funding, and providing timely financial insights for informed decision-making by OIT and Agency Leadership.

     

    Responsibilities:

    • Funding Coordination:
      1. Provide guidance and recommendations to OIT Center Directors and finance operations managers for budget planning and monitoring.
      2. Analyze and monitor budgets within OIT, presenting recommendations to Executive Leadership teams for optimized spending.
      3. Track and monitor FTE allocation, making funding recommendations for optimization.
    • Grant Coordination and Analysis:
      1. Conduct grant analysis and coordinate with the Office of Financial Services Strategic Investment team to ensure appropriate spending.
      2. Lead teams in OIT to develop grant application packages, including budgeting and narrative preparation.
      3. Manage project schedules and ensure timely submission of grant packages, troubleshooting as needed.
      4. Review and submit grant application packages, monitor performance reports, and manage approved grant budgets.
      5. Report on grant funding status, program successes, and challenges to executive management and partner programs.
      6. Ensure compliance with relevant policies and regulations, making presentations to leadership and providing recommendations.
    • Daily Operations:
      1. Plan and manage IT budgets in collaboration with OIT Leadership and division Financial Operations Managers.
      2. Monitor spending and evaluate expenditures monthly to prevent overspending.
      3. Coordinate procurement processes, including invoice processing and vendor management.
      4. Facilitate the CPAR process and negotiate statements of work with vendors.
      5. Manage administrative processes for IT contracts and provide training on contracting processes.
      6. Lead contract negotiations to reduce risk and ensure alignment with business objectives.
      7. Assist in drafting, evaluating, and managing grant proposals and awards.
      8. Review and correct IT budget expenditures for accuracy and alignment.
      9. Manage OIT Financial database for effective financial management.

     

    Required Qualifications and Experience:

    Any additional years of experience can replace educational requirements on a year-for-year basis. Applicants must fulfill one of the following options, in addition to meeting the specified criteria listed below.

     

    • Experience in fiscal related functions such as contract management, grant management, accounts payable/receivable, or similar.
      1. Option 1: Six (6) years of experience 
      2. Option 2: Associate’s degree AND four (4) years of experience 
      3. Option 3: Bachelor’s degree AND two (2) years of experience 

     

    • Experience managing grant funding, knowing the ins and outs of both state and federal grant regulations.
    • Experience navigating state government budget processes, from planning to reporting and distributing funds.
    • Proficiency in facilitation and project management.
    • Experience in creating and understand intricate financial documents, such as budgets and forecasts.
    • Advanced skills in Microsoft Excel – capable of building complex spreadsheets with features like macros, advanced functions, filters, custom setups, pivot tables, and analyzing data from different sources.

     

    Preferred Experience and Desired Qualifications:

    • Two (2) or more years of experience in the following:
      1. leading process improvement projects.
      2. creating, issuing, managing IT contracts, and purchasing.
      3. working in a government accounting, grants, finance, or budget office.
    • Experience using ADDS.net or Enterprise Reporting or other similar reporting system.
    • Experience effectively working with diverse staff, contractors, and others.
    • Successful completion of the Department of Enterprise Services Required Contract and Purchasing Training
    • Experience working in a State Government Agency

    Location and Flexibility 

    This is a hybrid position meaning you’ll predominantly work remotely from your home location and may reside anywhere in Washington State, as well as the Oregon/Washington border and the Idaho/Washington border. Attending events or working In-office will be required approximately 8 days quarter and would be scheduled in advance at the DOH office located in Tumwater, WA.
