Works with City staff to coordinate and implement geospatial technology within the bureau of Data & Technology. Performs professional technical work in developing and maintaining the City’s geographic information systems (GIS) to facilitate complex acquisition, efficiency and decision making. Work requires independent judgment in managing multiple priorities and in coordinating work activities to meet established schedules and goals. Duties include but are not limited: Administration of online and mobile GIS solutions, GIS database creation and maintenance, project coordination, application development, geo-spatial product production and global positioning system (GPS) technology coordination.- Provides technical assistance to managers and administrators related to their projects.
- Assists in supervision and work assignments for GIS Analysts
- Assists with integration of technology solution for data collection, management, analysis, and reporting
- Assists in definition and procurement or collection of new data.
- Performs raster and vector-based GIS analysis and classification as needed.
- Produces sophisticated maps, reports, imagery and related GIS products and services as needed.
- Designs and develops GIS applications or processes requiring programming and or customization of GIS applications.
- Implements, and documents quality control measures for special projects, products, and services.
- Assists with new GIS technologies, products, and services.
- Attends project demonstrations, seminars, workshops, and other professional opportunities to maintain the necessary level of GIS expertise.
- Maintains GIS data, produces information products (maps & data) for city staff, consultants, and government officials.
- Prepares written reports and makes oral presentations to diverse audiences.
- Performs complex analysis of geographic data.
- Other duties as assigned.
- BS/BA degree with specialization in computer science, urban/regional planning, geography, or environmental sciences is desirable.
- Four years of experience working with GIS, particularly in an engineering or public sector environment.
- Computer skills in Window, NT and ArcGIS, Visual Basic, AML, or MapObjects desired.
Licenses and Certificates- Possession of a valid State Driver’s License is required.
- Knowledge of safe practices related to Public Works.
- Knowledge of the ESRI geodatabase data format.
- Knowledge of Arc GIS data models.
- Extensive knowledge of ESRI’s GIS software products including current version of ArcMap, ArcGIS Pro, ArcGIS Online, ArcGIS Extensions.
- Knowledge of raster compression and data storage software and methods.
- Skilled in the use of the Microsoft Office suite (Word, Excel, PowerPoint, Access, Outlook)
- Extensive knowledge of the principles and practices of GIS, spatial analysis, remote sensing and cartography.
- Knowledge of GPS data collection and associated principles and practices.
- Knowledge of the principles and common standards for geospatial metadata.
- Knowledge of Civil 3D and AutoCAD software and file structures, as they relate to GIS applications.
- Knowledge of graphic editing software as it relates to desktop publishing and GIS applications.
- Knowledge of habitat conservation, natural resources, land management and municipal applications for GIS.
- Proven ability to interpret, verify, and accurately enter data into a computer database is required.
- Proven ability to work well under pressure and to maintain positive interactions is required.
- Exposed to inclement weather and extreme temperature, including long periods of standing outdoors.
- Works outdoors and indoors with, or without, heat and/or air conditioning.
- Exposure to noise and pollution.
- Indoors, Environmentally Controlled.
Safety Equipment Used or Needed- Hard hats, safety shoes, safety glasses, etc.
