Under general supervision, performs advanced technical work involved with an Enterprise Geographic Information System (GIS). Work involves analyzing, evaluating, developing, and applying GIS tools, databases, layers, shapefiles, and rasters. Assists and provides support to enhance, expand, and maintain the GIS of ECUA.
ESSENTIAL FUNCTIONS:
Organizes, maintains, updates, analyzes, manipulates, and retrieves information from various sources requiring close coordination with all principal providers and users of geographic information, including other ECUA departments and outside agencies.
Designs and administers multiple GIS spatial databases (enterprise geodatabases) using ESRI/SDE, SQL Server, ArcGIS Server/Portal, ArcGIS online and other online data management tools.
Develops and updates data models, scripts, interfaces and programs in support of importing/exporting and manipulation of GIS data between various software systems and/or business applications. Uses scripting and markup languages as needed to automate tasks.
Designs and develops GIS and related application procedures and programs as required; tests procedures and programs to ensure that desired results are achieved; makes necessary changes to correct deficiencies.
Responsible for creating, manipulating and editing ECUA spatial data as obtained from various sources including CAD drawings, GPS data, as-built drawings, historical paper maps, and handwritten schematics or survey notes.
Performs intermediate to advanced GIS analysis functions to create maps, reports, dashboards, applications and storymaps to help communicate results.
Prepares digital, online, and hard copy maps for distribution to and/or access to ECUA staff, outside organizations and the general public.
Maintains current knowledge of trends and developments in the field of geographic information systems.
Develops, tests and implements procedures to accomplish the goals and objectives of ECUA with respect to geographic information systems development and maintenance.
Acts as liaison to users in various ECUA departments to analyze future GIS needs, develop future GIS related products and establish GIS mapping standards and procedures. Develops and presents proposals for new approaches and options to streamline business procedures and functions.
Performs quality control reviews; ensures the technical integrity of data, the accurate input/coding of data, and the spatial accuracy of data; utilizes spatial coordinate geometry to verify the input of GPS survey data.
Prepares technical documentation including data specifications, user requirements, training materials, protocols, and procedures.
Responsible for GIS Intern Management

A Bachelor's degree from an accredited college or university with major course work in geographic information systems, geography, environmental studies, and cartography. (Educational documentation will be requested upon offer of employment.)
Three years of progressively responsible experience in the use and operation of Geographic Information systems (GIS) and applications.
Proficient in ArcDesktop 10 ESRI Software / ArcGIS Pro / ArcGIS Online.
In lieu of Bachelor’s degree, any combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
As a disaster team member, the employee is required to be available to work before, during, and after any disaster as directed.
Licenses and Certifications:
A valid Driver License is required.
A Certificate in GIS from an accredited college or university or GIS Professional from a recognized institution or association is desirable.

Physical demands are essentially those of sedentary work. The job requires visual acuity to operate computer equipment and for reviewing, checking, preparing and maintaining written and computer files. Manual dexterity is required to operate standard office, data entry, word processing and other computer equipment. An incumbent is required to have sufficient hearing ability to perceive information at normal spoken word levels. Work is performed in a normal office environment.
