Government Affairs Manager implements strategic plans and oversees engagement objectives to develop and maintain productive relations with all levels of government authorities that will support and enhance the businesses' goals. Manages teams that build relationships and liaise with government entities(federal, state, provincial, or local) that regulate or influence business activities. Being a Government Affairs Manager performs ongoing monitoring and analysis of proposed legislation, emerging issues, and trends to determine the potential impact on the organization. Collaborates with industry groups and organizations with complementary objectives to achieve objectives. Additionally, Government Affairs Manager creates communication vehicles and delivers messaging to inform and support business leaders. Requires a bachelor's degree in public policy, public administration, business or equivalent. Typically reports to a director. The Government Affairs Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Government Affairs Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     Responsibilities

    Associated Community Benefits Plan (CBP) Deliverables
    • Project Pop and CBP two-way community engagement
    • Branches of Hope project completion
    • Community Agreement(s) oversight
    • Reporting for Department of Energy (DOE) grant obligation

    Purpose

    • On the ground advocacy support to protect Eastman social license to operate and grow, build and maintain strong reputation, and manage public issues and community initiatives

    Responsibilities

    • Manage aspects of multiple related projects pertaining to Eastman’s CBP and Branches of Hope to ensure overall programs and build-out is aligned to and directly supports the achievement of DOE objectives
    • Execute communications and engagement strategies
    • Coordinate stakeholder meetings
    • Tracking success measures for DOE reporting obligation fulfillment
    • Ensuring community agreements are upheld and followed
    • Continuously manage the refinement and delivery of Eastman’s message, positions and executive direction in the community
    • Coordinate relevant external information to internal teams to ensure transparency and collaboration towards a consistent corporate direction

    • Ability to ask, listen, and synthesize viewpoints of different stakeholders
    • Experience and ability to navigate in high pressure situations with professionalism and poise
    • Strong project management skills, with ability to prioritize and adapt to rapidly changing business needs.
    • Ability to cultivate and maintain relationships with external stakeholders, including advocacy groups, industry partners, local government and community organizations

    Qualifications

    • Texas-based
    • Bachelor’s Degree in related field desired, MBA strongly preferred
    • Nonprofit leadership experience required
    • Understanding of non-profit governance, management, and strategic planning required
    • Corporate experience required
    • Minimum of 10 years professional work experience
    • Excellent verbal, written and presentation skills, demonstrated ability to synthesize complex information and present it in a clear, concise, conversational manner
    • Collaborative team player with strong leadership skills to influence and inspire others
    • Must be able to travel as needed based on project needs
