GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES
Incumbent acts as the liaison between the Federal government and the City relating to the Community Development Block Grant (CDBG) and HOME Program. The incumbent guides all activities involved in the planning, review, and completion of grant programs and serves as the primary point of contact for all internal and external customers pertaining to the program. Coordinates the implementation of grant policy guidelines and administrative procedures with technical staff in applicable departments. Plans, organizes and monitors the City's CDBG grant program, including compliance, financial management, citizen participation, sub-recipient monitoring, contract administration, and preparation of plans and reports.
SUPERVISION
Mayor shall serve as the appointing authority. Incumbent performs work requiring a high degree of individual judgment and initiative with supervision provided by the Mayor or the Mayor’s designee.
ILLUSTRATIVE DUTIES AND RESPONSIBILITIES

- Maintain updated knowledge and interpretations of Federal regulations for CDBG and HOME programs.
- Prepare the Consolidated (5 Year) Plan, Annual Action Plan and Consolidated Annual Performance Evaluation Report (CAPER).
- Maintain the HUD Integrated Disbursement and Information System (IDIS).
- Review financial management of all grant accounts and reconcile them with IDIS and Finance Department.
- Monitor CDBG subrecipients.
- Assist subgrantees with compliance with Federal regulations including Section 3 and Davis Bacon. Submit reports as required by HUD.
- Provide Technical Assistance to subgrantees and city staff as it relates to CDBG regulations.
- Prepare and oversee execution of CDBG contracts and grant agreement.
- Develop and implement the Citizen Participation Plan, including coordination with nonprofits and elected officials.
- Coordinate environmental review compliance of HUD funded activities.
- Ensure that activities comply with program regulations. Maintain project files for beneficiary and other compliance documentation.
- Work with auditors and HUD representatives to ensure accuracy and compliance of all regulations.
- Prepare purchase orders and approve invoices for all CDBG activities, including compliance with the Davis Bacon Prevailing Wage Act for all construction (Building and Heavy/Highway) projects.
- Coordinate CDBG program with other Community goals as outlined in documents such as the Rethinking Downtown comprehensive plan.
- Provide guidance and assistance regarding CDBG applications.
- Establish and maintain CDBG program timelines and schedules; participate in documenting process improvement, tracking workload indicators, updating procedure manuals and forms. Evaluate and recommend changes in policies and procedures related to the work.
- Conduct research and participate in regional and statewide coalitions related to issues of poverty, homelessness, shelter, public transportation, supportive services, and other socioeconomic issues.
- Coordinate, facilitate and present at public meetings on matters related to community development and housing programs.
- Such other related duties as required.
EDUCATION AND EXPERIENCE
Bachelor’s degree in finance, accounting, public administration, business management or related field. An Associate’s degree and two years of directly related paid job experience, or a combination of education and related experience may be considered.

- Ability to make decisions and exercise sound judgment within City policies and procedures and department goals and objectives. Ability to communicate effectively both orally and in writing.
- Ability to provide quality customer service, maintain effective collaborative working relationships with city departments, fellow employees, elected officials, and the general public.
- Ability to pay attention to detail in all functions of the job and to maintain discretion on certain sensitive matters.
- Familiarity with or ability to quickly learn to navigate certain software programs, including but not limited to MUNIS and HUD IDIS program. Ability to operate popular computer software programs, including Microsoft Word and Excel.
- Proficiency with general accounting and financial transaction administration.
- Ability to interpret and follow all applicable federal, state, and local laws, rules, and regulations.
- Must be available to perform the essential functions whenever scheduled to work.
JOB ENVIRONMENT AND PHYSICAL REQUIREMENTS
Work is generally conducted within Municipal Building. Ability to travel throughout the office and within the Municipal Building is necessary. As required, may need to travel to parking lots or sites throughout the City. Work is largely sedentary in nature, with occasional lifting of up to 25 pounds with some pulling and pushing or reaching above, generally of desk and file drawers.
Frequent use of hands to operate keyboards and telephones, and other office equipment.
