  • SUMMARY OF POSITION: Early Head Start Teacher/Home Visitor is responsible for planning and conducting a minimum of one home visit per week per enrolled child, reinforcing the parent/guardian as the primary teacher of the child. This position is to provide two monthly socializations that focus on families’ interests and required training topics; a minimum of 22 per year as required in the performance standards. The position assures completion of screenings, assessment and follow-up on health and social service needs of the family/child.

    MINIMUM EDUCATION AND EXPERIENCE: Have completed an AA or BA degree in ECE or related field and have a minimum score of step 10 with a BA or with an AA have a minimum score of step 8 in the Oregon Registry Online (ORO). Accreditation must be accepted by the state of Oregon. If degree is not in a related field, must complete CDA for appropriate age group within 1 year of hire. Family Service Credential must be completed within 1 year of hire. Two years of Head Start experience preferred. Infant and Toddler CDA must be completed for EHS staff. Possess a good working knowledge of community resources and agencies.

    GENERAL REQUIREMENTS:

    1. Support the vision, mission and values of the agency in the implementation of the Head Start Performance Standards and Rules for Child Care Centers.

    2. Promote positive public relations and act as an advocate for Head Start.

    3. Model behaviors that demonstrate an understanding, acceptance and welcoming of diversity.

    4. Be responsible for encouraging and tracking in-kind donations from families and community members.

    5. Support and implement the Conscious Discipline Curriculum throughout the program.

    6. Abide by the Standards of Conduct/Code of Ethics and Statement of Confidentiality (see Policies 133.A and 133-1.A respectively) agreed to and signed at orientation.

    7. Actively pursue community partners to locate and access resources for families.

    8. Maintain requirements as reflected in the Performance Standards and Childcare Licensing Regulations.

    9. Scheduled attendance is required to ensure an adequate staffing level.

    10. Travel may be required to attend appropriate trainings. Travel may include overnights.

    11. Work at other sites as needed.

    12. Perform other duties as assigned.

    EHS TEACHER/HOME VISITOR RESPONSIBILITIES:

    1. Collaborate with families to establish family development goals and document this collaborative process in the implementation of the Family Partnership Plan.

    2. Utilize available program and community resources to best meet the needs of the program and the families served.

    3. Attend and provide support for Individual Family Service Plan (IFSP) meetings for children in assigned classes.

    4. Develop and maintain a confidential file for each child and family with all required records.

    5. Plan and implement parent trainings with respect to children’s health status, including medical follow-up, physical health, dental health, mental health, and nutritional intake.

    6. Complete 45 and 90 day requirements and make referrals as needed.

    7. Conduct screening and ongoing assessment of young children’s development.

    8. Observe child and encourage parent to provide observation information and record anecdotals to regularly document progress in the web based data system. See policy CDH-04-416.

    9. Create home visit plans to ensure individualization.

    10. Submit lesson plans for manager approval. Lesson plans must include domains, developmental areas, individualized goals and TS Gold objectives.

    11. Assess ASQ’s and make referrals as appropriate.

    12. Promote parental involvement in curriculum planning, program governance, and the overall Head Start program.

    13. Keep center notebook current to ensure inclusion of attendance, center meetings, fieldtrip forms, lesson plans, observation notes, socialization plans, parent trainings, parent flyers, center/reflection meeting minutes, and home visit documentation sheets.

    14. Submit all requests for purchase and supplies to appropriate manager for approval. Store/ maintain supplies appropriately.

    15. Provide required documentation, meal counts, attendance, all health requirements, and health transactions to the Records Technician.

    16. Attend and participate in all meetings and trainings as scheduled.

    17. Ensure safety of all supervised areas.

    18. Plan and conduct monthly emergency drills.

    19. Attend and participate in one-on-one reflective supervision meetings regarding caseload families.

    20. Become proficient in Teaching Strategies Gold.

    21. Utilize Head Start Child Development and Early Learning Framework, TS Gold data, observations,

    school readiness goals and parent input to establish child goals and update as needed. Set/update child goals in collaboration with parents three times per year.

    22. Must be able to communicate with children at their eye level.

    23. Participate in recruitment efforts/activities.

    24. Plan and facilitate parent orientations/enrollments to the program.

    25. Report and document incidents of suspected child abuse and neglect to DHS.

    26. Respect the confidentiality of information about Head Start children and families, staff and personnel issues, and agency operations.

    27. Train and monitor classroom aides and volunteers.

    28. Plan, organize, and attend monthly parent meetings, scheduled at a time conducive to parent participation. Submit documentation of parent group meetings to Family and Community Engagement Manager monthly.

    29. Submit weekly playground checklist to Education Manager.

    30. Enter transactions in to Child Plus daily.

    31. Act as a Substitute Director for Child Care Licensure in the absence of Manager.

    32. Based on family’s schedule conduct 90- minute home visits weekly (minimum of 46 offered per year).

    33. Plan, coordinate and facilitate group socialization experiences (minimum of 22 per year) and other family group activities.

    34. Follow the assigned curriculum for child development in the context of the home and during group socialization experiences.

    35. Utilize available program and community resources to best meet the needs of the program and the families served, including coordination with other MIECHV programs.

    36. Provide parent education to meet performance regulations, including prenatal and postpartum.

    37. Assist pregnant women in accessing ongoing prenatal care, dental exams, and treatment.

    38. Transport parent when appropriate to and from community resources or other activities. Children 0-3 can only be transported in vehicles that meet Head Start requirements.

    QUALIFICATIONS:

    7. Possess a valid driver’s license and a clean driving record or have reliable transportation.

    8. The ability to speak, read and write Spanish, preferred.

    EMPLOYMENT-RELATED REQUIREMENTS:

    1. Employment is contingent upon evidence of registry with the State of Oregon, Child Care Division.

    2. Must have a negative pre-employment substance abuse screening and TB Clearance.

    3. After employment must obtain:

    • Physical Examination
    • Provide evidence of auto insurance; to be eligible for mileage reimbursement or to drive a Head Start vehicle
    • Obtain DMV driving record document each year if driving Head Start vehicle or requesting mileage reimbursement.
