UTILITIES SYSTEM SPECIALIST/ OPERATOR
General Statement of Duties
Performs difficult technical duties in the operations, laboratory analysis, and maintenance of a wastewater treatment plant and well-water system.
Distinguishing Features of the Class
An employee in this class performs a variety of operational and maintenance duties designed to produce safe treatment and disposal of primarily industrial waste materials and to provide potable water for primarily industrial purposes. Work involves analyzing laboratory results and effecting changes in the chemical and biological processes of the plant and well system. The employee is subject to hazards associated with wastewater and plant operations including working in both inside and outside environments, in extreme hot and cold weather, and exposure to various hazards such as loud noises, vibrations, moving mechanical parts, electrical current, chemicals, fumes, odors, dusts, mists, gases, poor ventilation, and oils. The employee may be required to wear a respirator when changing chlorine tanks. Work around wastewater is also subject to the final standards of OSHA on bloodborne pathogens. Work is performed under general supervision and reviewed by observation, conference, and reviewing records for adherence to operations standards, instructions, and safety practices.
Duties and Responsibilities
Essential Duties and Tasks
Serves as Operator in Responsible Charge for a wastewater treatment plant; operates plant including responsibilities for identifying and making changes needed in the chemical and biological processes to meet permitted levels for discharge; recommends, performs, or instructs the changes.
Inspects wastewater plants; checks pumps, float switches, solids, influent, effluent, and flow meters; takes reading and record data from various meters, gauges, and dials; logs daily, weekly, and monthly activities; prepares a variety of reports.
Collects samples and performs a variety of routine plant laboratory analysis such as fecal coliform, solids tests, chlorine, pH, temperature, dissolved oxygen, etc.; records results and analyzes for necessary changes in the chemical and biological processes.
Performs a variety of maintenance and repair activities to wastewater plants to ensure proper and continuous operations.
Inspects wells and water plant; checks pumps, mixing tanks, chlorine feeds, wells, chemical feed pumps, pH, chlorine residual; adds phosphate and caustic to adjust pH.
Collects distribution samples and ensures proper analysis and reporting.
Performs or assists with repairs and maintenance to transfer pumps.
Operates computer to record results and prepare results.

Recruitment and Selection Guidelines
Knowledge, Skills, and Abilities
Thorough knowledge of the operating characteristics of water and wastewater treatment plants and well systems.
Thorough knowledge of biological, chemical, and mechanical principles pertinent to water and wastewater treatment plant operations.
Considerable knowledge of applicable federal, state, and local laws, ordinances, and permitting requirements.
Some knowledge of the industrial sewer use ordinance and its administration.
Considerable knowledge of the maintenance requirements of plant equipment and facilities.
Considerable knowledge of the occupational hazards and necessary safety precautions of the work.
Inspects industries and takes samples for industrial pre-treatment program.
Ability to detect flaws in the operation of mechanical equipment and to determine proper remedial measures.
Ability to conduct routine laboratory tests.
Ability to read meters, charts, and technical manuals and drawings accurately and to maintain records of shift operations.
Ability to establish and maintain effective working relationships with industrial officials, regulatory officials, other employees, and the general public.
Ability to read and follow schematic drawings, blueprints, and written and oral instructions.
Ability to prepare and maintain accurate records and prepare reports.
Physical Requirements
Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, reaching, walking, pushing, pulling, lifting, grasping, and hearing.
Must be able to perform heavy work exerting up to 100 pounds of force occasionally; and/or 50 pounds of force frequently; and/or 20 pounds of force constantly to move objects.
Must possess the visual acuity to read gauges, dials, and observe moving parts of machines, use a computer, and to record and review written records.
Desirable Education and Experience
Any combination of education and experience equivalent to graduation from a community college with a degree in chemistry or biology and considerable experience in the operation of a water or wastewater treatment plant.
Special Requirements
Possession of a Wastewater Operator’s Grade II and Well Operator’s Grade C certificates from the State of North Carolina.
Ability to obtain Grade II Collection System Operator and Grade C Distribution System Operator certificates within 12 months of employment.
Possession of a valid North Carolina Driver’s License.
Willingness to obtain a Commercial Driver’s License.
