Heavy Equipment Operator operates heavy equipment or machinery, such as a tractor, bulldozer, backhoe, or excavator, for the purposes of construction, demolition, or excavation.     Performs a variety of skilled work in the use of light, medium and heavy equipment in maintenance and construction work. Involves responsibility for the safe and efficient operation of a variety of equipment used in the construction and maintenance of streets and other municipal facilities; also includes physical labor.

    EXAMPLE OF DUTIES
    ESSENTIAL FUNCTIONS Works under the general supervision of the street maintenance foreperson and assumes delegated maintenance duties when assigned. Operates and maintains light, medium and heavy equipment engaged in municipal street maintenance activities. Performs routine repairs as needed and required unscheduled overtime, call back, and scheduled/unscheduled shift changes as required. Performs street maintenance such as: asphalt patching, paving, crack sealing, and seal coating, using skid-steers, pavers, patch boxes, crack sealing kettles, seal coat chippers, steel and rubber tire rollers, loading and hauling a variety of materials; street sanding, street sweeping, snow removal with loaders, graders, blowers, single and tandem trucks, and related tasks. Install posts, sign and light fixtures and related tasks. Performs regular equipment inspections and maintains records of all maintenance activity. Performs assigned labor tasks using various hand and power tools, such as: shovels, rakes, chain saws, jack hammers and other tools. Assists various other city departments when assigned including but not limited to: Inspects, cleans and repairs storm sewers and water main breaks. Perform other related duties as assigned, required or apparent.EXAMPLES OF PERFORMANCE CRITERIA Performs assigned work in an efficient and timely manner. Meets or exceeds annual department performance standards. Deals with public and other employees in a courteous and tactful manner. Operates and maintains city equipment in a responsible manner.

    TOOLS AND EQUIPMENT USEDVarious types of motorized vehicles and equipment including but not limited to: dump trucks, snow plows, pickups, utility trucks, jetter/vacuum combinations, loaders, asphalt pavers, asphalt steel and rubber tire rollers, seal coat chippers, skid-steers, backhoes, tampers, compactors, cutoff saws, distributor, water pumps, air compressors, generators, common hand and power tools, gas detectors, computers, mobile radios and telephones. PHYSICAL DEMANDS The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of the job, the employee is regularly required to us hand to finger, handle, feel, operate, manipulate and grasp objects, tools or mechanical devices. The employee must reach, crawl, stoop stand, walk, climb, talk, kneel, see and smell. The employee must frequently lift and/or move up to 15 pounds and occasionally lift and /or move up to 100 pounds. Specific vision abilities include: close vision, distant vision, depth perception and ability to focus. COMMUNICATION AND LANGUAGE REQUIREMENTS The employee should display speaking skills to effectively communicate with public works staff, other city employees, and the general public. Writing/computer skills are necessary to document tasks completed and to prepare and complete time cards. Reading skills are necessary to read work orders, personnel correspondence and equipment operation manuals and maintenance records. REASONING SKILLS The ability to apply principals of logic or practical thinking are needed to prioritize tasks, solve problems and perform tasks in an efficient and safe manner. WORK ENVIRONMENT The work environments described are representative of those that an employee encounters while performing the essential functions of this job. While performing the duties of the job, the employee occasionally works in all types of outside weather conditions. Temperatures will range from the bitterly cold to hot and humid conditions. The employee will work in deep confined spaces of manholes and open excavations. Working atmospheres may be toxic, humid, dusty, explosive or flammable. The employee routinely works in the public right-of-way where there is vehicular traffic and equipment that is mechanically and/or hydraulically powered.
