    The State of New Hampshire, Department of Transportation, Bureau of Highway Maintenance, District 1, has a full-time vacancy for an Assistant Highway Patrol Foreman.

    Summary: Assists in providing supervision, coordination of work and tasks, and assignments, to crews and contractors performing activities for a Highway Patrol Section (District or Turnpike System) for the NHDOT. Ensures that all work is performed in accordance with regulatory, safety, and environmental requirements and within the industry and Departmental policies and standards.

    18 Months of additional relevant experience = Associate's degree

    36 Months of additional relevant experience = Bachelor's degree

    MINIMUM QUALIFICATIONS:

    Education: Associate's degree from a recognized college or technical institute with a major study in civil technology or public works administration, or two (2) years of college with a minimum of six (6) semester hours in civil technology or public works administration.

    Experience: Three (3) years of experience in all phases of highway maintenance or general construction work. Each additional year of approved work experience may be substituted for one (1) year of required formal education up to a total of two (2) years.

    License/Certification: Must possess a valid Commercial Driver's License, Class B (CDL-B) with appropriate endorsements. The applicant's Motor Vehicle Record (MVR) must meet the minimum standards as established by the Department of Transportation.


    SPECIAL REQUIREMENTS:

    As of June 23, 2020, offers of employment are conditional upon the individual obtaining a Commercial Driver’s License medical card unless the candidate is currently employed by the State of New Hampshire.
    Must receive a negative result on a pre-employment urinalysis drug screen in accordance with the Code of Federal Regulations and US DOT requirements.
    Must be able to lift/carry material weighing up to 50 lbs. on an intermittent basis.
    Must have a telephone or acceptable means of communication and be available 24 hours per day.
    All accountabilities must be conducted in full conformance with all risk management, safety, and environmental standards, regulations, and administrative orders.

    Responsibilities:

    Assists in the supervision, hiring and training of patrol crews and mechanized equipment operators, and personnel, in all phases of highway maintenance and roadside facility operations; ensures timely completion of assigned tasks and adherence to safety, environmental, and department guidelines and standards.

    Performs tasks that intermittently involve heavy physical labor such as drainage construction, building and equipment maintenance/ repair, and general road maintenance. Operates 2 or 3 axle commercial trucks (> 26,001 GVW), tractors with loaders and/or backhoes, and related highway equipment.

    Reviews assigned work and schedules job assignments to provide efficient operations and coverage. Maintains section and personnel records including, time/attendance, required data and tracking input, and documentation; makes recommendations as necessary to the Highway Patrol Foreman on staffing, equipment, materials, or operational needs.

    Observes environmental and road conditions, such as winter storm roads or rain/flooding issues; to determine appropriate actions for plowing or necessary road maintenance mitigations/interventions, to ensure road safety and quality. Monitors the rate-of-application of highway materials and substances to ensure adequate supplies and efficient uses based on varying weather, traffic and geographic conditions; elevates any issues and concerns to appropriate personnel.

    Performs assigned tasks under adverse conditions with exposure to high-speed traffic, hazardous materials, inclement weather, extreme temperatures, and in disaster situations, to ensure the safety of the traveling public.

    Supervises patrol crews in the absence of a Foreman to provide continuity of operations. Develops and maintains respectful and harmonious working relations between employees within the patrol crews — assists in the general training of entry-level employees within the work unit.

    Meets with local officials, abutters and contractors regarding access and utility permits.

    Must respond immediately in performing winter maintenance and/or other traffic emergency activities as needed on a 24-hour per day basis, throughout the entire year.
