Being a Hot Oil Unit Operator may be responsible for training new employees and ensuring that personnel is properly adhering to safety precautions. May perform administrative duties as necessary. Additionally, Hot Oil Unit Operator requires a high school diploma or equivalent. Typically reports to a supervisor or manager. The Air Pollution Control Division (APCD) has an exciting supervisory opportunity for you located in the Oil and Gas Program.


    The Work Unit: 

    The Oil and Gas Program conducts compliance evaluations (i.e. inspections) and issues permits to oil and gas operations (industries, processes, and associated activities) in accordance with the Colorado Air Pollution Prevention and Control Act and Air Quality Regulations promulgated by the Air Quality Control Commission. In addition, the Oil and Gas Program provides outreach and compliance assistance regarding oil and gas air quality regulations to the regulated community, citizens and staff of the Division, supports regulatory and policy development, and performs all other Division work related to the oil and gas industry. These responsibilities are divided into two functional groups: Compliance Monitoring and Permitting. This position is in the Permitting group.


    The Oil and Gas Permitting Unit exists in the Oil and Gas Program to review permit applications to assess if proposed facilities and modifications will comply with Colorado air quality regulations and develops permit language and issues permits for these facilities. The unit also creates guidance and processes for developing emissions inventories and maintains data systems related to oil and gas facilities. The program prepares permits, attends inspections and other compliance activities, supports oil and gas initiatives including regulatory and policy development, and performs all other Division work related to the oil and gas industry. The program provides other Division staff, regulated industry and applicants, and the public with interpretations, clarifications, and policy guidance regarding air quality regulations, standards, and requirements for oil and gas emissions sources.


    What you will be doing 
    This position supports the management and leadership of the Oil and Gas program, serving as a first line supervisor for a work unit of permit engineers responsible for assigning/reviewing work and coordinating the permitting activities of  full time permit engineers. Specific duties and responsibilities include but are not limited to:

    Administrative Oversight of Operations as an Engineering Supervisor
    • overseeing the progress and completion of engineering-related projects
    • assigning work to permit engineers and signing off on completed Oil and Gas permits servings as a technical resource for the engineering portion of the Oil and Gas program developing and implementing innovations in permitting
    • establishing staff work schedules
    • directing and monitoring electronic and physical paper workflows
    • assigning work and provides training to staff
    • monitoring quality, quantity and timeliness of projects completed by staff 
    • working with Division staff and representatives from stationary air pollution sources to advise, clarify and negotiate to resolve complex oil and gas permitting issues and concerns providing leadership and coaching to staff to develop new skills and advance their career growth, including supporting Professional Engineer Licensure through oversight and verification of technical permitting work
    • writing and reviewing performance plans and evaluating employee performance. recommending promotions, and signs personnel action forms
    • initiating the hiring process
    • providing Subject Matter Expertise to HR during the comparative analysis process
    • interviewing applicants and makes hiring decisions
    Operational Support
    • develops and delivers guidance and training concerning federal and state oil and gas regulations for permit engineers and inspectors

    • conducts education and outreach to the regulated community to foster transparency and understanding of state and federal regulations and permitting processes

    • oversees the development of new forms, internal processes and permit application review tools 

    • analyzes and interprets state and federal clean air act regulations as they apply to oil and gas production

    • develops recommendations, including conducting research and technical analysis, for new or revised state regulations pertaining to oil and gas development and production

    • provides technical assistance to oil and gas facility owners and operators

    MINIMUM QUALIFICATIONS:

    Education/Licensure/Certification/Experience:

    Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors


    Two (2) years of professional experience in an occupational field related to the work assigned to the position, one of which must have been as a licensed professional engineer.

    Note: (Examples of experience may include professional work in chemical, civil or general engineering).


    Substitutions

    Appropriate education in addition to that required for the professional engineer license will substitute for the required experience on a year-for-year basis

    Note: Relevant education to this position includes a Masters Degree or higher in a field of or related to Engineering (including all engineering disciplines).  

    Preferred Qualifications:
    In addition to the minimum requirements, the successful candidate in this position will have the following experience:   
    • Demonstrated skill and experience in air quality permitting standards and practice
    • Experience in evaluating compliance with air quality permits and/or state or federal air quality regulations  
    • Experience in drafting New Source Review (NSR) Permits and/or preparing applications for NSR permits 
    • Demonstrated knowledge and experience in operating under complex regulatory and reporting requirements  
    • Ability to demonstrate sensitivity and appreciation for diverse viewpoints as well as different communication and work styles in a multi-cultural and inter-generational environment 
    • Skilled at adapting to a changing matrix work environment requiring acceptance of new challenges and opportunities 
    • Excellent organizational skills; Demonstrated ability to set, track, and accomplish priorities, goals, and timetables to achieve maximum productivity 
    • Experience managing staff and building highly productive teams (including coaching, conflict resolution, facilitation, and negotiation) 
    • Ability to drive and support group, customer, and program initiatives;
    • Demonstrated public speaking skills and ability to successfully establish and maintain working relationships with all partners 
    • Ability to analyze data and provide recommendations 
    • Experience working with procurement and following state procurement rules 
    • Knowledgeable and highly proficient in all Microsoft Office Suite applications
    Conditions of Employment:
