    Budget Specialist, Program Specialist 3
    Full-time, Permanent

    The Program Specialist 3 reports to the deputy director of the Elections Division and is responsible for coordination and review of the Elections Division budget and grant and contract management.

    Duties

    Duties:
    Performs division budget analysis.
    Tasks include:

    • Works with deputy director with preparation of biennial and supplemental budget requests.
    • Works with deputy director in reviewing and formulating the division performance measures.
    • Conducts fiscal analysis and monitors budget control procedures for compliance with established policies for Elections Division; ensures effectiveness through judicious budget application and management.
    • Independently, prepares and monitors budget and related fiscal reports to ensure grant audit compliance, adherence to county, state, and federal regulations, allowable costs, adequate budgetary constraints/controls maintenance, recommends adjustments, when necessary, timely report submission, and compliance with generally accepted accounting practices and procedures
    • Analyzes proposed legislation which affects present and proposed programs; makes recommendations and prepares fiscal notes. Coordinates the fiscal note process including responsibility for operation of the system, review of fiscal notes, and coordination with OFM staff.
    • Independently, prepares and provides status of accounts, both actual and projected, along with analysis and recommendations relative to activity costs and revenues to the division.
    • Reads and analyzes awarding agency audit findings and makes adjustments when necessary

    Grant Management
    Tasks include:
    • Tracks equipment purchased with HAVA funds and ensures the OSOS and counties are prepared for grant audits.
    • Establishes grant guidelines; monitors and tracks grant progress and agreement to ensure compliance with scope of work, period of performance, and funding levels; tracks grant balances and takes proper action when grants expire; tracks expenditures against awards; processes grant payments.
    • Assists counties in tracking and disposal of HAVA-purchased equipment and inventory management.
    • Researches elections, voting, and voter registration related issues; research may be conducted in partnership with other division programs.
    • Prepares reports, presentations, publications, or other materials to aid in decision making, strategic planning, measure or improve program performance, determine program needs, or aid in implementing new program initiatives.

    Contract Management
    Tasks include:
    • Establishes the centralized processes that help organize contracts and agreements within the division.
    • Monitors and tracks contracts and agreements to ensure compliance with scope of work, period of performance, and funding levels.

    Miscellaneous
    Tasks include:
    • Works on assigned projects.
    • Acts as back-up to other Elections Division programs.
    • Other duties as assigned.

    Qualifications

    REQUIRED QUALIFICATIONS

    • Three years of experience providing support to staff or a program including, but not limited to, interpreting policy and instructing others on application of policies, representing a program or office to clients, interacting with members of the public, composing correspondence, scheduling appointments and meetings, or coordinating events; including one year of budget management.
    • Ability to efficiently use a personal computer and applicable software to successfully perform the essential functions of the position.
    • Current Washington state driver’s license or have requested and obtained an appropriate accommodation.
    PREFERRED/DESIRED QUALIFICATIONS
    • Bachelor’s degree with major coursework in public administration, accounting, business, finance, communications, or related field.
    • Experience in or understanding of election processes.
    • Experience working with groups of stakeholders to accomplish goals.
    • Strong analytical, writing and speaking skills.
    • Two or more years of experience conducting research in order to produce reports, recommendations or program improvements.

    Supplemental Information



    WORKING CONDITIONS

    • Standard office environment with tight deadlines and high pressure; printing environment with ink, noise of web press, and newsprint
    • Standard core business hours of Monday – Friday, 8am – 5pm with the ability to work some evenings and weekends which are generally scheduled in advances.
    • Travel to other office facilities in the local area is required for meetings; and occasional travel state wide.
    • Able to move and maneuver objects weighing approximately 30 pounds with or without reasonable accommodation.
    • Willing to work with diverse groups and individuals with compassion and sensitivity.

    SPECIAL REQUIREMENTS/CONDITIONS OF EMPLOYMENT
    • This position is in a bargaining unit represented by the Washington Federation of State Employees (WFSE) and is subject to the terms of the Collective Bargaining Agreement between the State of Washington, The Office of the Secretary of State, and the WFSE.
