  • The Town of Waterford is looking for an energetic, dedicated and experienced Human Resources Assistant to join the Human Resources Department.

    Purpose of Position:

    Under the direction of the Director of Human Resources/or designee performs work of a confidential, complex and responsible nature in any of the following areas: employee benefits, retirement, employee relations, employee records, recruitment, data collection, wage classification, employee programs, employee relations, training and communication. Performs work within district, state and federal statutes, regulations and policies for the Board of Education and Town employees.

    Essential Duties and Responsibilities:

    • Maintains and updates computerized personnel records in the various Human Resources Management systems.
    • Provides research and/or recommendations to the Director of Human Resources regarding a variety of employment related issues including, but not limited to contract interpretations, contract proposals, Human Resources Policy updates, job descriptions, and wage classification studies.
    • Responds to inquiries from employee groups, employees, insurance officials, state and federal officials, retirees and job applicants for the Board and Town.
    • Compiles & provides direct computer information, and other support information, needed for budget preparation, surveys, contract negotiations with bargaining units and various national, state, and local surveys as requested by the Director of Human Resources.
    • Daily administration of the Town health, life, and dental insurance benefit programs. Prepares monthly premium payments. Enrolls all eligible employees in available benefit plans. Monitors employee eligibility and oversees proper payroll deductions for benefit payments, maintains records, and calculates in lieu of benefits payments.
    • Responsible for reviewing and updating present and proposed group benefit plans. Coordinates with the Director of Human Resources and insurance officials the changes necessary for underwriting plans in accordance with union contracts.
    • Daily administration of the insurance continuation program procedures (COBRA, Medicare, and contractual agreements) for all resigned or retired employees and eligible dependents. Handles premium receivables from such members.
    • Responsible for injury reporting, processing follow up paper work, return to work program, and maintenance of worker’s compensation records and OSHA 300 and 300A reporting. May serve on the Safety Committee.
    • Provides new hire orientations and exit/retirement processing.
    • Processes and prepares MERF retirement and refund paperwork including processing requests for estimates.
    • Maintains and administers FMLA Compliance including tracking usage and return to work program.
    • Acts as troubleshooter and liaison between Town and insurance companies, as needed.
    • Maintains effective working relationships with administration, staff, and public.
    • Provide clerical assistance to the Personnel Review Board including attendance at night meetings
    • Regular attendance is an essential duty of this job.

    Minimum Qualifications:

    Ability to use a personal computer with database, spreadsheet and word-processing software. Knowledge of or ability to learn personal legal terminology and insurance terminology. Ability to apply knowledge of current research and theory in specific field. Ability to establish and maintain effective working relationships with staff and public. Ability to speak clearly and concisely both in oral and written communication. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

    Education & Training:

    The skills and knowledge would generally be acquired with a Bachelor’s Degree and three years related experience and/or training. A combination of education and experience that demonstrates the ability to perform the responsibilities of this position may be considered in lieu of the stated educational and experience requirements. The position requires strong analytical and interpersonal skills. Working knowledge in a unionized environment preferred.

The employee is required to walk and sit. The employee is occasionally required to stand; climb or balance; and stoop, kneel, crouch or crawl. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, color vision, peripheral vision, depth perception and ability to adjust focus. The dexterity necessary to utilize a computer keyboard on a regular basis is essential. Attend night meetings as required. The employee must be able to work harmoniously, cooperatively, and courteously with others at all times. Must be capable of functioning in an active work environment and be able to perform with frequent interruptions.

    Job Type: Full-time

    Pay: $55,000.00 - $63,000.00 per year
