The Human Resources Generalist-Recruiter contributes to the overall
goals and objectives of SSTAR’S Human Resources Team, as well as,
providing day-to-day human resources support that will provide an
employee-oriented culture. The Generalist-Recruiter is responsible for
the recruitment and development of a superior workforce. The role
includes collaborating with managers to understand their needs for
open positions, revising job descriptions, reviewing, and advising on
competitive compensation, ensuring credentialing compliance, executing
and reporting on Affirmative Action Plan, collaborating on employee
training, monitoring/reporting on turnover and retention.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
- Manages job posting activities, including internal posting
practices, electronic job board traffic and agency referral
activity. Maintains accurate tracking records and consistently
updates ATS (applicant tracking system).
- Reviews/develops/updates job description with hiring manager to
ensure accuracy of skills, knowledge and position requirements are
accurate prior to posting.
- Develops strong relationships and partners with hiring manager, to
maximize effectiveness of recruiting process.
- Manages an active workload of open requisitions. Sources internal
& external applicants, screens for "fit", minimum
salary requirements, credentials, skills, experience and knowledge,
interviews and recommends appropriate candidates to managers.
- Provides objective assessments of candidates to managers and
effectively manages candidate flow.
- Coaches hiring managers on the interview and selection process to
ensure optimal selection of candidates and compliance with diversity
commitments and regulatory requirements.
- Corresponds with candidates, providing complete, accurate, and
inspiring information about the agency and the position. Maintains
contact with the candidate between offer and start date. Follows up
with "employee" between 30 - 60 days post hire.
- Stays informed of regulatory changes, trends, and innovative
recruiting techniques in order to be competitive in with best practices.
- Effectively manages workflow utilizing best practice recruiting
methodology within the parameters of OFCCP/EEO, Affirmative Action
plan, and other legal and regulatory compliance requirements.
Assures manager’s understanding of SSTAR’s commitment to diversity
and fairness.
- Extends offers of employment to selected candidates with the
appropriate approval of the hiring manager, CHRO and Administration
when needed. Negotiates offers with assistance as needed. Sends
Offer Letter.
- Networks and participates in appropriate external events to
enhance marketplace knowledge and visibility.
- Regularly audits AA goals, credentialing, market compensation trends.
- Tracks and reports on open positions, time-to-fill to exit interviews.
- Manages and maintains the employment record and where applicable
updates employee data in ATS and Paylocity.
- Creates/responds to requests for reports to analyze Human
Resources key metrics (open positions, Time-to-Fill, turnover), edit
system data, creates presentations, and compliance reporting needed
for EEO-1/VET Reporting.
- Collaboratively tracks and audits necessary
licensure/credentialing requirements including all
licenses/certifications as required by the position description.
Collaborates with HR Coordinator to ensure accurate data entry of
trackable licenses/certifications into Streamline & Paylocity
databases and providing timely reports to managers and employees on
expiring documents.
- Ensures open positions are in ATS and maintains a job listing
tracking system to monitor FTE’s/open positions.
- Sources passive candidates through LinkedIn, Monster, Indeed, and
other sources available that attract a minority community seeking employment.
- Monitors and updates the list of vacant positions for Hiring
leaders weekly.
- Maintains ongoing communication with Department Managers and
Directors to ensure the accuracy of open positions and alignment
with position control requirements.
- Develops the strategy to include media recommendations, niche
sites, and conferences to develop a pipeline
- Serves as ambassador by attending community events, job fairs, and
school fairs
- Utilize various recruitment tools and methods to source and
attract a pool of qualified and diverse candidates
- Participates as a presenter in new hire orientation and backup
coverage for HR Co-Ordinator and HR Manager Generalist-HRIS/Benefits.

EDUCATION, EXPERIENCE, & SKILLS
- Bachelor's Degree in Business, Human Resources, or related field
preferred. Equivalent combination of education and experience considered.
- Minimum of one (1) year experience in recruiting - preferably in healthcare.
- Ability to utilize proactive and creative sourcing techniques to
identify both active and passive candidates for current openings and
establishing a pipeline for future needs.
- Ability to read and interpret written information; write clearly
and informatively; edits work for spelling and grammar. Ability to
speak clearly and persuasively in positive or negative situations;
listens and gets clarification; responds well to questions;
demonstrates group presentation skills; and participates in meetings.
- Working knowledge of Microsoft Word, Excel, and Outlook.
Experience with HRIS, Time & Attendance, Payroll systems, and
Web based application.
