Job Duties/Scope Of Work
JOB SUMMARY:
The Manager of Integrated Site-Wide Safety Systems (ISWSS) will report directly to and support the HMIS Safety Programs Senior Manager, by providing management oversight of the ISWSS organization. This includes full-time management support for ISWSS program staff and committees. We seek a proactive and innovative individual who can engage directly with the Safety Programs/ISWSS team, management, and craft from HMIS and the One Hanford Contractors to foster collaboration, innovation, achieve objectives, mitigate risks, and enhance efficiencies. The ideal candidate will have a strong grasp of HMIS' role as the site integrator.
The site-wide standards committees comprise representatives from all Hanford prime contractors, bargaining units, and the Department of Energy. The ISWSS organization is tasked with executing this work scope by collaborating with other Hanford prime contractors and bargaining units to develop Site-Wide Safety Standards (SWSS), produce integrated implementation schedules, and support ongoing committees that maintain the standards.
Position responsibilities may include but are not limited to the following:
- Ensuring that committees operate in accordance with HMIS-PLN-SP-41080 and the ground rules and requirements.
- Working with staff and committees to manage the development and maintenance of Site Wide Safety Standards, including overseeing document review and comment resolution cycles.
- Collaborating with Site Wide Safety Standards committees, contractor health and safety leadership, and the DOE to develop and obtain approval of Site Wide Safety Standards, as well as establish implementation strategies following DOE approval.
- Spearheading innovative practices to streamline safety and health procedures and facilitate continuous improvement.
- Communicate with S&H Senior Management Team, DOE, and BU Representatives regarding status and issues of standards and committees.
- Ensure coordination of committee meetings and committee presentations to the S&H Senior Management Team.
- Coordinate with affected contractors and bargaining unit leadership to ensure appropriate representation of all stakeholders at committees.
- Assisting in mentoring each committee, leading in the development, maintenance, and resolution of issues regarding their site-wide safety standard (program or procedure).
- Utilizing creative techniques to resolve disputes, maintain committee focus, and ensure effective and timely collaboration.
This position also entails other managerial duties; including, but not limited to:
- Monitoring employee work levels and reviewing performance.
- Recommending or initiating professional management/development initiatives.
- Counseling employees about work-related issues and assisting in developing job-skills of employees, as needed.
- Supporting VPP and ISMS initiatives and campaigns to ensure a strong safety culture within the organization.
- Determines schedules, sequences, and assignments for work activities, based on work priority,
quantity of equipment, and skill of personnel.
- Monitors ISWSS employees' work levels and reviews work performance to ensure completion of deliverables.
- Establish and communicate DOE requirements and expectations, authorize work, provide, review and approve work products, and provide feedback and recommendations to Management on ISWSS issues and initiatives.
- Maintain a comprehensive operational awareness of ISWSS activities and oversee compliance with DOE requirements, including those in the Hanford Mission Essential Services Contract (HMESC).
- Establish goals and objectives for the ISWSS function and committees while leading effective and efficient operations.
- Establish effective working relationships between the site office and DOE in accomplishing the mission in a cost-effective manner.
- Provide management and oversight of technical, business, and administrative issues and establish short-term and long-term priorities; create task completion timetables as required.
- Lead the development, interpretation, and maintenance of ISWSS documentation, requirements documents, and applicable procedures.
- Direct activities and utilization of project resources and oversee the work of assigned personnel in the completion of complex work.
- Provide technical guidance on proposed projects and program objectives of interest and give status to upper management, as needed, regarding schedule and status.
Basic Qualifications
* BA/BS degree - OR - an equivalent combination of education and related experience.
- Progressive experience and knowledge in 10 CFR 851, Worker Safety and Health Program and 10 CFR 850, Chronic Beryllium Disease Prevention Program.
- Prior experience in a leadership capacity (team lead, project/program management, SME, supervisor, etc.)
- Must be comfortable with public speaking.
- Excellent communication and interpersonal skills, with the ability to engage various stakeholders.
- Proficiency in Microsoft Outlook, Word, PowerPoint, and Excel.
Desired Qualifications
* Advanced degree (i.e., MS)
- Experience working collaboratively with bargaining unit employees to resolve issues and/or concerns.
- Experience with Site Wide Safety Standards.
- Proficiency in project management and the ability to manage multiple priorities effectively.
- Demonstrated ability to lead teams and drive initiatives to successful outcomes.
Compensation & Benefits
Grade 19: $114,475 - $144,325
Grade 20: $126,025 to $158,875
Grade 21: $138,700 to $174,900
