  • Duties

    • You will advise management on the various recruitment sources and the most efficient methods to fill vacancies.
    • You will advise managers on multiple human resources functions (e.g., recruitment/staffing, pay setting, reduction-in-force).
    • You will interpret employment laws, regulations, practices, or local policies to develop management guidance on recruitment and placement.
    • You will advise customers on staffing and recruitment processing procedures.
    • You will prepare job candidate referral lists to provide to managers for selection.
    • You will conduct job analysis (e.g., review position description, classification standards, performance standards) for a variety of occupational series and grades.
    • You will respond to data calls and requests for information.
    • You will provide advisory classification including addressing FLSA issues.

    Qualifications

    To qualify for GS-07: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-05) or pay band in the Federal Service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting with human resources (HR) issues in accordance with HR regulations and procedures, i.e. reviewing Requests for Personnel Actions (RPAs) for accuracy and completeness, assisting HR Specialists with recruitment or processing of RPAs, etc.; 2) Responding to human resources questions, i.e., providing information or status on vacancy announcements or RPAs; and 3) Referencing HR materials such as manuals and regulations to ensure adherence to HR rules and regulations for processing personnel actions.

    To qualify for GS-09: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying recruitment and placement laws, regulations, policies, and practices to solve recruitment and placement issues; 2) Providing advice to managers on a variety of recruiting authorities to facilitate recruitment; 3) Advising managers and command personnel on the hiring process; and 4) Using electronic personnel databases, systems and reports.

Specialized experience must demonstrate the following: 1) Executing recruitment, reassignment, and other personnel actions in accordance with federal laws, policies, rules, and regulations; 2) Reviewing and analyzing position descriptions utilizing federal classification standards; 3) Applying position management principles and techniques to provide management advisory services regarding organizational structures and career development; 4) Resolving problems, answering questions, and providing guidance on complex staffing and position classification problems utilizing human resources tools and systems.

    To qualify for GS-12: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing a wide range of recruitment and placement authorities (e.g. merit promotion, Direct Hire Authority, delegated examining, special appointing authorities, etc.) to provide a full range of staffing options to fulfil management needs; 2) Applying classification and position management principles, concepts, and theories to develop recommendations to new or existing organizational structures; and 3) Collaborating with management and applicable stakeholders to develop streamlined or innovative hiring solutions. 4) Applying complex fact-finding, analytical, problem-solving methods and techniques to resolve HR problems and issues; 5) Executing recruitment, reassignment and other personnel actions in accordance with federal laws, policies, rules and regulations.

    Successful completion of two full years of progressively higher-level graduate education leading to a master's degree
    OR
    Possession of an LL.B. or J.D. that is related to this position being filled

    In lieu of specialized experience at the GS-09 grade level, you may also meet minimum qualifications with the below education:

    GS-11
    Successful completion of a Ph. D. or equivalent doctoral degree
    OR
    Successful completion of 3 full years of progressively higher-level graduate education leading to such a degree
