    The Florence Project was founded in 1989 to respond to a representation crisis for indigent non-citizens detained at the rural Immigration and Customs Enforcement (ICE) Detention Center in Florence, Arizona. Through our programs today, we provide services to thousands of adults, youth, and children detained in Eloy, Florence, Phoenix, and Tucson, Arizona on any given day. In 2001, the Florence Project implemented our Integrated Social Services Program, one of the first of its kind in this field. The Florence Project provides high quality legal and social services and supports initiatives for national changes in immigration law and policy.


    Primary Purpose of the Job:

    The Adult Program Manager oversees the organization’s work serving adults in immigration detention held in three remote facilities in Florence and Eloy, Arizona. The Program Manager will provide programmatic leadership and supervision of the Adult Program’s delivery of legal services.  The Adult Program Manager will directly supervise an Associate Program Manager and Managing Attorneys in the Adult Program and provide coverage for Managing Attorneys as needed. The Program Manager will also lead and oversee program development as well as contribute to the design and implementation of organization-wide developments in conjunction with the Deputy Director, Legal Director, and Executive Director. 


    Essential Duties & Responsibilities:


      • Supervise Associate Adult Program Manager and Managing Attorneys for the Adult Program.  This includes overseeing and being responsible for the quality of services provided before the courts, conducting case reviews with supervised staff as needed, and providing training, mentorship, and support to supervisees.  The Program Manager will work closely with the Associate Program Manager and Managing Attorneys to ensure they are also providing proper supervision and oversight to their legal staff. 
      • In conjunction with the Deputy Director and Executive Director, oversee the hiring of legal staff and interns and follow the process and procedures required for these efforts.  
      • Facilitate and lead programmatic meetings with legal staff. 
      • Coordinate in conjunction with the Associate Program Manager, Adult Program Managing attorneys the Office of People and Culture, and the Deputy Director needed orientations for new hires.  
      • Collaborate with the Associate Program Manager Adult Program Managing Attorneys, Professional Development Coordinator, and the Deputy Director(s) to develop regular training and mentorship opportunities for Adult Program staff.  
      • Participate in regular Leadership Team  meetings and assists with strategic visioning for the Adult Program and organization as a whole. Assist and lead in Leadership Team projects as appropriate.  
      • Manage stakeholder relations and address issues as they arise, including but not limited to detention facilities, government actors, and community organizations. 
      • Provide coverage for Managing Attorneys as needed. 
      • While prioritizing programmatic managerial needs and when capacity allows, maintain a small caseload of deportation defense immigration cases, providing representation adults detained in Florence and Eloy facilities, with the opportunity to select challenging casework or appeals of particular importance, including cases involving individuals with severe mental health conditions or district court advocacy.  
      • While prioritizing programmatic managerial needs and when capacity allows, provide mentorship and serve as second chair to new attorneys in a wide variety of deportation defense cases. 
      • Participate in program development with organizational leadership, including participating in annual strategic planning retreats with the Board and staff. Lead the implementation of any changes to the scope of legal services provided or the model for delivering those services. 
      • Manage key adult program contracts and grants in collaboration with the Executive Director, Deputy Director, and the finance and development departments as appropriate. 
      • Manage Adult Program budget and staffing in collaboration with the Executive Director, Deputy Director, OPC, and finance departments as appropriate.  
      • Oversee collection of data by the legal staff, complete quarterly reporting for funders, and participate in Legal Orientation Program and National Qualified Representative Program calls, meetings, and trainings. 
      • Communicate with the Legal Director and Deputy Director about possible advocacy initiatives, strategic litigation, and legal training for the community or staff.  
      • Support Florence Project outreach and development activities as needed.  
      • Other administrative duties as needed.   


        Minimum Requirements:

        • J.D. and admission to any state bar.   
        • 2 years minimum experience providing direct representation to immigrants in removal proceedings or other relevant experience required. Other relevant experience as a lawyer could be considered. 
        • Must have proven experience supervising staff and demonstrated ability to inspire confidence in others, effectively manage a number of people at the same time, provide clear and thoughtful feedback, and play a supportive role.  
        • Be a proactive and engaged supervisor without micromanaging and be a clear and thoughtful decision maker.    
        • Have strong leadership potential, excellent communication and interpersonal skills, and ability to learn and grow in a managerial space. 
        • Demonstrate commitment to advocating for indigent immigrant clients in a respectful and empowering way. 
        • Demonstrate a zealous support of the Florence Project’s mission.  
        •  Must be passionate about due process for all and enjoy working with people with complex and diverse criminal records and social histories. 
        • Strong litigation experience and/or oral advocacy skills. 
        • Strong interpersonal skills and the ability to work with diverse populations.  
        • Ability to communicate effectively verbally and in writing. 
        • Highly organized, an innovative thinker, with the ability to work effectively in high-volume settings with limited resources. 
        • Excellent problem solving, legal research and analytical skills and ability to effectively manage multiple projects and meet deadlines.  
        • Demonstrate to be a hardworking, flexible, respectful team player that can work effectively in a collaborative, innovative, and client centered work environment.  
        • Ability to work independently, be adaptable and reliable in the face of conflict, pressure, crisis or changing priorities. 
        • Exhibit high ethical standards and the ability to maintain confidentiality in all situations. 
        • Must be able to pass federal and state background checks. 
        • Fluency or advanced proficiency in Spanish required.  
        • Travel is required for this position.  
        • Must have a valid driver’s license and reliable transportation.  
        • Proven computer skills.  Advanced understanding of basic office applications. 


        Preferred Requirements:


        • 2 years of minimum experience providing direct representation to immigrants in removal proceedings, and extensive knowledge of immigration law, specifically deportation defense, asylum, and criminal-immigration law issues is strongly preferred. 
        • Preferred to be licensed to practice law in Arizona or eligible to waive into practice in Arizona (have two years of good standing in another state bar or have received a score of 273 or greater on the Universal Bar Exam). 
        • Prior experience working with individuals with complex social and criminal histories, trauma survivors, and/or individuals with complex social and criminal histories,  and/or individuals with mental health issues.   
        • Prior advocacy or legal work in immigrant rights, human rights, LGBTQ rights, or criminal justice is a plus. 
        • Experience with databases and data tracking (i.e., Legal Server) is a plus. 
        • Prior experience supervising other managers.  
        • Prior experience working in a unionized workplace. 


        Working Conditions/Physical Demands:

          • Operate in a professional office environment and requires the ability to sit for long periods of time with intermittent walking, standing, bending, squatting, pulling and pushing. 
          • Require the ability to use standard office equipment such as scanners, computers, keyboards, phones, shredders, photocopiers, and filing cabinets.  Requires the ability to lift-up to ten pounds accommodations may be available. 
          • Travel as needed between offices, and secondary work locations.   
          • Require to travel regularly between offices, and secondary work locations.  
          • Periodic time in detention facilities and immigration courts located in Florence and Eloy.
          • The Florence Project has three offices: Florence, Tucson, and Phoenix. Depending on the needs of the program this position is required to travel to Arizona if based out of state. Frequency of travel will be determined based on programmatic needs.

          Salary & Benefits:

          This is a full-time position. Salary is competitive for our field and geographical area. Salaries will be calculated based on relevant experience and our established comprehensive wage scale: $106,204.80- $147,471.76 Annually DOE.
