  • Position Summary Land Manager is responsible for a wide range of processes by which real property is acquired, maintained, and divested.  Including but not limited to, management of technical matters associated with real property oversight of payment obligations, lease obligations, land ownership, land planning, curative, and overall land strategy.  Candidate will Interface across departments and with mine sites located in Canada and the US to provide support by way of real property sales, acquisitions, lease administration and renewals.  Prepare various types of real property documents, deeds, and appraisal reports, including review and evaluation of diligence related to real property in support of transactions.   Act as internal authority and resource for input, maintenance, and reporting functions from the Company’s land management system and serve as a liaison for others in utilization of the system.  Successful candidate will be well organized, self-directed, strongly motivated, with a positive working demeanor.  This position will be located in Westmoreland’s south Denver office, with the opportunity to be remote upon review.   Supervisor Responsibilities This position has formal supervisory responsibilities over other employees.    Essential Duties and Responsibilities Plan, forecast, budget, and satisfy all land-related obligations necessary to maintain the validity of all the company’s lands and interest in land. Investigate problems and prepare reports relating to land holdings, easements and right-of-way, property management, property records, and cost of acquisition estimates.  Report and maintain land database, records, maps, reports, etc. to advise Westmoreland of its land holdings and associated agreements, rights, terms, payments, royalties, and maintenance obligations. Recommend acquisition, divestiture, and land strategy as it relates to utilization of real property for internal purposes or for dedicated external purposes, including but not limited to, renewable energy developments and/or joint venture opportunities. Participate in the execution of proper legal documents for purchase or sale.  Manage and provide direction with respect to annual compliance of regulatory reporting requirements for land related licenses and permits, reclamation, and lease management.   Ensure statutory and regulatory guidelines and procedures are followed.  Determine the status of title, maintenance and completion of land files, advise and perform curative as appropriate, sales, liens, assessments, and encumbrances of record.  Position will report into the Legal Department but will work regularly with designated land personnel located remotely.  Occasional interaction will include county personnel, law firms, title companies to establish clear title, and regulatory personnel for state, federal, and tribal leases as applicable. Investigate and recommend settlement of property related claims and disputes. Participate in appraisals and recommend actions regarding the divestiture of surplus real estate.  Work in a team environment with senior management and staff in all departments to implement key components of Westmoreland’s performance goals and objectives. Perform related work as required. Typical Physical Demands  Requires prolonged sitting, some bending, stooping and stretching.  Requires constant data input for extended periods of time without leaving the work area. Occasionally lifting files or paper weighing up to 30 pounds. Requires eye-hand coordination and manual dexterity sufficient to operate a keyboard, photocopier, telephone, calculator, and other office equipment. Requires normal range of hearing and eyesight to record, prepare, and communicate appropriate reports. Requires mobility sufficient to travel.   Typical Working Conditions Normal office environment. Occasional evening or weekend work. Education and Experience Bachelor’s degree from an accredited college or university with a major in Business Administration, Economics, Real Estate, or a related field Minimum 10 years of related work experience. Knowledge of Geographic Information Systems and computerized land management systems. Knowledge of LandWorks is a plus. Any equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities.   Licenses, Registration, and Certifications Bachelor’s degree with demonstrated record of natural resource experience. Registered Landman, Registered Professional Landman, or Certified Professional Landman is a plus.   Skills/Competencies Analytical. Negotiation. Problem solving.
