    JOB SUMMARY/ DESCRIPTION

    The Osceola Clerk of the Circuit Court & County Comptroller is looking to onboard a highly motivated Division Administrator, that is willing to work in a culture driven by public service. We are recruiting a professional that will support our organization with the goal of transforming and modernizing processes by leveraging technological solutions.

    SUPERVISORY DUTIES

    • Advise Division Director on general matters.
    • Assist the Division Director with the development and implementation of internal procedures and processes that are compliant with administrative orders of the Court, Florida Rules of Court Procedure, Florida Statutes, and/or the Florida Constitution.
    • Manages the delegation of responsibilities, plans, organizes, and supervises the work of direct reports and creates appropriate developmental opportunities.
    • Exhibits leadership skills that drive commitment and motivates the team.
    • Open to change and is agile in the midst of a dynamic environment.
    • Responsible for reviewing and approving the payroll of supervised employees.
    • Interviews prospective employees and makes recommendations for employment.
    • Assists in the training and development of assigned employees.
    • Resolves employee conflicts, and responsible for the discipline and termination process with employees under direct supervision.
    • Appraises employee performance through formal evaluations.
    • Demonstrates considerable, up-to-date knowledge of organizational policy, federal and state law related to time and labor, attendance progressive disciplinary measures, and performance evaluations to manage staff effectively and efficiently.

    DUTIES & RESPONSIBILITIES

    • Assists in preparing the annual budge for the Division.
    • Prepares analytical reports on various factors used to analyze performance, processes, productivity, and efficiency.
    • Coordinates the scheduling of retention and disposal of records and/or evidence with the Records center.
    • Confirms with and abides by all regulations, policies, work procedures, and instructions.
    • Recommends implements, and adheres to audit controls and systems for reviewing tasks, procedures, operational efficiency, and effectiveness and staff training and evelopment.
    • Participates in the development and review of court operations policies, procedures, and changes in applicable rules or law; advises staff of new procedures and assists in implementation of such as needed.
    • Maintains current knowledge of regulatory trends and legislative developments affecting the division to ensure proper application to responsibilities.
    • Works in a fast-paced, multi-project environment, including meeting or exceeding commitments and deadlines.

    • Acts, dresses, and behaves in a professional manner to reflect a positive image of the Clerk & Comptroler’s Office.
    • Establishes and maintains a highly effective working relationship with all levels, both internally and externally, in a courteous and professional manner.
    • Demonstrates exceptional interpersonal, leadership, and communication (written and verbal) skills, and employs them to resolve highly confidential and sensitive matters and has a solid sense of confidentiality and discretion, models trustworthiness and high ethical behavior.
    • Supports healthy organizational culture, utilizes progressive practices such as communication, empowerment, innovation, rewards, recognition, and teamwork to promote a positive organizational culture that emphasizes modernization, customer service, leadership, and alignment with the values, goals, and mission of the Clerk’s Office.

    SKILLS & ABILITIES

    • Knowledge of the Florida Constitution, Florida Statues, Florida Rules of Court, and familiarity with administrative order process which dictate Criminal procedures.
    • Familiarity of the same authorities regarding the operations of the Clerk & Comptroller’s Office.
    • Ability to establish and maintain effective working relationships with employees, county officials, members of the judiciary, collegiate agencies, and the public.
    • Ability to examine situations and apply sound judgement.
    • Ability to work in a fast-paced environment with many potential interruptions.
    • Must be detail-oriented, accurate, and organized.
    • Ability to understand and carry out oral and written instructions.
    • Ability to communicate court processes and procedures, and information contained in court records in layman’s’ terms without giving legal advice.
    • Ability to effectively prioritize and work independently with little or no supervision.
    • Ability to produce work in a professional and timely manner.

    MINIMUM QUALIFICATIONS:

    • Three years of legal, managerial, or related experience and respectable understanding of Clerk & Comptroller processes.
    • Juris Doctor, MBA, or MPA preferred.
    • Actively licensed to practice law in at least one U.S. or state jurisdiction preferred.
    • Bilingual preferred.
    • Valid Florida Driver’s License.
    • Must meet Clerk’s Office testing requirements.
