Primary Purpose: The Data Analyst is responsible for data management and analysis for MaineHousing and its programs. The position will collect, analyze, and present data relevant to understanding housing needs, conditions and trends and the impact of MaineHousing programs. As a member of the Planning & Research team, this position is responsible for internal and external requests for data, survey activities, dashboard maintenance, compiling housing statistics, and assisting with program evaluation and research.
Education and Experience: Six years of education, experience, and training, in any combination, relating to data science, statistics, economics, or a related field.
Core Functions:
· Compile, interpret, and analyze housing data.
o Develop and maintain a database of publicly available data (e.g. HUD, Census, Maine Revenue Service) and subscription data (e.g. MLS, Claritas, AirDNA) to track market trends and housing conditions.
o Develop systems to collect and maintain data from all MaineHousing departments.
o Facilitate interdepartmental integration of data, where possible.
o Assist in the design and creation of new data methods and tools to track and assess affordable housing needs by region and target population.
o Provide basic technical assistance to departments for data analysis and performance measurements.
o Provide data elements as needed for grant applications and reports.
o Develop a working knowledge of programs and priorities to proactively develop, maintain, and interpret data that will help MaineHousing meet its goals and objectives.
o Assist in the development and updating of comprehensive data governance procedures to support the security and fidelity of all MaineHousing data.
o Develop and maintain a process guide for collecting, updating, managing, and using data for internal evaluation, external communications, and research activities.
· Manage and update online dashboards, affordability indices, and GIS maps.
o Work with department directors and the director’s team to create at-a-glance views of key performance indicators relevant to individual programs or agency objectives.
o Manage regular updates to all dashboards, indices, and GIS maps.
o Flag significant changes in indicators and indices and assist in investigating the cause of the variation.
o Recommend process improvements to MaineHousing’s performance measurement strategies.
· Design and analyze Customer Surveys; support departmental LEAN initiatives.
o Working with department directors, identify cost effective and reliable methods for measuring customer satisfaction, needs and trends with MaineHousing programs and products.
o Design survey questionnaires and analyze survey data.
· Respond to requests for housing data from other state agencies, researchers, and municipalities for use in developing their comprehensive plans.
Skills and Knowledge:
· Information gathering and monitoring.
· Ability to organize and interpret complex data from multiple sources.
· Ability to present data using online tools such as Tableau and mapping applications.
· Strong PC skills using various software (spreadsheet, word processing, database).
o Demonstrated ability with Microsoft Access or SQL.
o Advanced skill with GIS software (ArcGIS or similar).
· Ability to manage a wide variety of administrative functions with minimal supervision.
· Organizational skills and ability to prioritize and manage multiple and varied tasks.
· Strong skills for initiative, attention to detail, and accuracy
· Ability to establish and maintain good working relationships with internal and external business partners.
Working Conditions: Fast paced environment with multiple priorities, interruptions & deadlines. MaineHousing business hours are Monday – Friday from 8:00am to 5:00pm. A hybrid schedule that includes some telework may be available.

The starting annual salary for the position is $58,136, plus a comprehensive benefits package, including, but not limited to, health, dental and vision, retirement options with employer match, life insurance, short and long-term disability, employee assistance, generous earned time and all major federal holidays. Employment is eligible for the Public Service Loan Forgiveness Program.
