Description:
The Collection Manager identifies, monitors, and assesses collections requirements for timeliness, effectiveness, and applicability. Applies understanding of all-source collection platforms and capabilities to support the intelligence cycle. Conducts, develops, produces, and presents programs of instruction in specified collection operations TTPs, and related or supporting processes, relevant to the various human intelligence and technical intelligence operations under DoD authorities.
Qualifications:
- Shall have completed the DIA collection management basic course (CMBC) within the last seven (7) years and possess at least eight (8) years’ experience directly related to DoD intelligence collection requirements management, with at least a portion of that experience in the last two (2) years.
- Demonstrated specialized training or experience, capable of assessing FIE threats to:
- DoD nuclear operations.
- Nuclear command, control, and communications (NC3).
- Integrated missile defense (IMD); through cyberspace to the mission equities, and supply chains pertaining to STRATCOM systems and acquisitions.
- Shall have completed the JCITA CI Threats and Operations in Cyberspace Seminar within the last 5 years.
- Shall have completed the JCITA CI support to Research, Development, and Acquisition (CIRDA) course within the last 7 years.
- Specialized training on the organizations, capabilities, and tradecraft used by four different foreign intelligence services.
- Possess qualifying training; specifically, the JCITA analysis support to CI functions course AND at least one of the four country threat seminars offered by JCITA, or equivalent offered by another IC organization. To satisfy this requirement, such training shall have been completed within the last seven (7) years.
- Specialized training on using publicly available information (PAI) and performing open-source research in the furtherance of intelligence analysis and production.
- Shall have completed at least two of the following Intelligence Community accredited PAI or open-source research training:
- Basic Open-Source Intelligence Course
- Basic OSINT Tradecraft Training
- Hidden Universes of Information on the Internet
- OS 101- Open-Source Fundamentals, within the last 5 years.
