Network Engineering Manager manages and implements the plans, designs, and development of all aspects of network systems that will meet an organization's requirements for performance, security, and compliance with relevant standards and regulations. Identifies network requirements for hardware, software, and services that will provide optimal solutions and meet the capacity requirement for the organization. Being a Network Engineering Manager conducts network architecture design, feasibility, and cost studies. Develops monitoring, maintenance, expansion, contingency, and recovery plans and strategies to ensure the network is responsive to changes in demand. Additionally, Network Engineering Manager keeps abreast with the latest technologies and best practices and utilizes vendors and providers to provide additional resources to support networks. May be certified or has deep knowledge of vendor-specific products. Requires a bachelor's degree in computer science, electrical engineering or equivalent. Typically reports to a director. The Network Engineering Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Network Engineering Manager typically requires 5 years experience in the related area as an individual contributor. 1-3 years supervisory experience may be required.     General Statement of Duties: The Department Manager hires and manages a team of engineers, surveyors, and office professionals to support a specific functional discipline for local and regional business needs. Manages individual or multiple groups and provides leadership on vision, goals and accountability on performance for team.

    Travel: 25% of the time

    Examples of Duties: (Any one position may not include all of the duties listed, nor do the listed examples include all that may be found in this job.)
    • Sets overarching Department goals for all team members that support the strategic initiatives.
    • Partners with other Departments to anticipate future needs/issues and forms action plans for solutions.
    • Shares successful impacts to increase value to CTL.
    • Hires and manages a team of engineers, surveyors, and office professionals to support a specific functional discipline for local and regional business needs.
    • Manages individual or multiple groups and provides leadership on vision, goals and accountability on performance for the team.  
    • Leads the training and supervision of technicians, project management, and engineers.
    • Leads the process for the team to follow on projects including scheduling, due diligence, evaluation, construction quality assurance, asset management, etc.
    • Conducts project management including; report writing and field work involving Civil Site Design, Roadway, or Water/Wastewater projects.
    • Participates in business development and contract negotiations.  
    • Define scope of work, prepare proposals, and manage projects.
    • Coordinate efforts in: making client contact and developing and retaining professional relationships, identifying prospects, qualifying prospects, making recommendations on projects to pursue and making final go/no go decisions. Developing strategy for winning assignments from targeted prospects with business development team, identifying appropriate staff, prepare statements of interest with assistance from the marketing team, etc.
    • Manages budgeting and project profitability by periodically reviewing project budgets and schedules, identifying budget concerns, coordinating and preparing supplemental requests, managing projects to budget, preparing staffing requirements and making the staffing assignments, monitoring performance and client satisfaction, preparing annual budgets, identifying capital equipment needs to support staff, etc.
     
    Knowledge, Skills and Abilities:
    • Knowledge of Civil Engineering, Civil Site Design, Roadway, and Water Wastewater.
    • Knowledge of quality standards, management of teams and project management.  
    • Knowledge of budgeting, profit and loss statements and financial standards.
    • Excellent verbal and written communication skills with internal and external customers.  
    • Marketing/Business Development experience, with a Doer/Seller ability/attitude.
    • Team building skills.  
    • Strong client retention skills.
    • Ability to work independently and with a team to carry out assignments to completion within parameters of instructions given, prescribed routines and standard acceptable practices.  
    • Ability to work under pressure and meet deadlines, while maintaining a positive attitude and providing exemplary customer service.  
    • Ability to mentor, coach and develop a team of people.  
    • Ability to manage administrative processes and support items for the team.  
    • Ability to set goals and give feedback.  
    • Ability to deliver performance evaluations.        
    • Ability to be reliable, a team player, and client focused.
    • Ability to relate to all styles and personalities and develop strong business relationships.
    • Organization and communication skills.

    Minimum Qualifications/Experience:
    • Professional Engineer (P.E.) in WV or PA is required (with ability to obtain both).
    • Minimum of 10 years of experience in Civil Site Design, Roadway or Water Wastewater.
    • Must have marketing/business development skills/experience.
    • Doer/Seller.
    • DOH/DOT Experience is a plus
    • Experience with management of Large Infrastructure projects for municipalities is preferred.

    Education: Bachelor’s degree in Civil Engineering, or related field is required.
