Job Summary

Minnesota Management and Budget (MMB) is hiring for a Payroll Tax Accountant position at the Finance Specialist 2 or Finance Specialist 3 classification, depending on the qualifications of the successful candidate. This is a full-time, permanent position located in MMB’s Accounting Services Division, Statewide Payroll Services Section. The position is covered under the Commissioner’s Plan. The Payroll Tax Accountant position oversees the state’s payroll tax compliance responsibilities in a multi-state environment as well as internal controls for other aspects of the section’s payroll functions. The successful candidate for this position will be eligible for a hybrid telework/in-office work schedule.

Qualifications
Minimum Qualifications

Finance Specialist 2 - Three (3) years payroll, tax, or accounting work experience with a large enterprise resource planning (ERP) system, such as Oracle/PeopleSoft, Workday, UPK, or SAP.

Finance Specialist 3 - Four (4) years payroll, tax, or accounting work experience with a large enterprise resource planning (ERP) system, such as Oracle/PeopleSoft, Workday, UPK, or SAP
-
Extensive knowledge of employment tax law and regulations
-
Strong research, problem solving and decision-making skills
-
Excellent organization and communication skills
Educational experience substitution:
-
A bachelor’s degree in a relevant field (see list in Preferred Qualifications section below) will substitute for one (1) year of work experience.

A master’s degree in a relevant field will substitute for 18 months of work experience.
Preferred Qualifications

Bachelor's degree in Accounting, Business Administration, Human Resources Management, or related field

Advanced degree in Accounting, Business Administration, Human Resources Management, or related field

A Payroll Certification issued by the PayrollOrg (formerly the American Payroll Association (APA))
-
Extensive experience with employment taxes for a large employer
-
Filing of quarterly and annual tax returns
-
Extensive knowledge of Oracle/PeopleSoft software
-
CPA certificate/license, or Payroll Certification by PayrollOrg (formerly the American Payroll Association (APA))
