    This recruitment is being conducted to fill (2) vacancies and will establish an eligibility list which may be used to fill future vacancies as they occur during the active status of the eligibility list.


    Salary Range: OP 181
    FLSA: Non-Exempt
    Probationary Period: 12 months
     
    Under limited supervision, leads and participates in the work of other employees engaged in the operation, inspection and minor maintenance and repair of wastewater treatment facilities and equipment; ensures the treatment process meets regulatory compliance guidelines and Agency performance standards; serves in on-call status at multiple facilities and responds to/resolves plant problems and performs related duties as assigned.
     
    DISTINGUISHING CHARACTERISTICS:
    A Senior Wastewater Treatment Plant Operator is the senior advanced skill level and working lead class in the Wastewater Treatment Plant Operator series. Incumbents at this level require demonstrated ability to perform the most advanced functions including performing complex analysis of the operations and developing appropriate solutions and participates in a variety of special projects. In addition, incumbents serve as the working lead person of other Wastewater Treatment Plant Operators assigned to the treatment plant, coordinating and overseeing their work and providing guidance, training and oversight as they carry out treatment plant operations, maintenance and repair duties. A Senior Wastewater Treatment Plant Operator plays a lead role in facilitating plant process shutdowns and startups.
     
    Employees at this level are required to be fully trained in all procedures related to the assigned area of responsibility. Work is performed independently with only the most complex problems being referred to the Operations Supervisor. Work is typically reviewed by checks of logs, reports and periodic inspections of the plant treatment facilities.
     
    Employees in this class reports to Operations Supervisors and provides lead work direction and guidance to Wastewater Treatment Plant Operators.
     
    Senior Wastewater Treatment Plant Operator is distinguished from Operations Supervisor in that the latter class is a full supervisor.

    The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

    Leads, provides work guidance and direction and participates in the work of plant operators; participates in scheduling, assigning and monitoring work of other employees for completeness, accuracy and conformance with Agency/departmental standards; provides information, instruction and training on work processes, proper uses of equipment and safe work practices; provides input to supervisor on employee work performance and behaviors; estimates personnel, equipment and material requirements for assigned jobs; may order work materials and supplies; assists in ensuring a fair and open work environment in accordance with the Agency's commitment to teamwork, mutual trust and respect.
     
    Participates in performing highly skilled duties in the treatment and distribution of wastewater and recycled water throughout the Agency's service area; monitors operations of filtration and disinfection systems; interprets gauges, meters and graphs and other monitoring and recording devices; collects or oversees the collection and testing of wastewater samples using various types of laboratory test equipment; calculates and adjusts chemical dosage rates to remain within operating parameters; monitors chemical levels following strict safety procedures; diagnoses, services and makes operational repairs to equipment and facilities in accordance with standard operating procedures.
     
    Responds to assistance requests from other Wastewater Treatment Plant Operators and maintenance staff; resolves serious operational issues or notifies Operations Supervisor and Deputy Manager of Operations; performs simple preventative and corrective maintenance and adjustments; assists specialized trades personnel and other operators in installation, maintenance and repairs of equipment, machinery and systems.
     
    Participates in operations of the Agency's recycled water distribution system by monitoring and regulating water flow into and throughout the distribution system using control valves, pumping stations and Supervisory Control and Data Acquisition (SCADA) control systems and instrumentation; regulates and controls wastewater and recycled water levels and flows in lift stations, pump stations and other critical points throughout the distribution system.
     
    Assists Operations Supervisor in planning and overseeing the monitoring, physical inspection, servicing, calibration, repair and change out of treatment system equipment and facilities; assists in planning and implementing preventative maintenance programs and schedules; assists in the research and development of Shutdown Response Plans and Standard Operating Procedures.
     
    Follows and enforces use of strict safety policies and safe work procedures; attends all required safety training; serves as a first responder in the event of emergency chemical spills, using required safety and personal protective equipment; ensures safety equipment is in sound working condition; participates in Agency safety training.
     
    Maintains plant records, including operating logs and chemical inventory records, databases and spreadsheets; prepares regular activity reports.
     
    Ensures key performance indicators (KPIs) are met for assigned facilities; updates reports and performs quality assurance on data accuracy of other Wastewater Treatment Plant Operators; provides input on the department budget.
     
    Develops shutdown tie-in request response plans; responds to emergency situations as necessary.
     
    Operates man lifts, forklifts, loaders and/or yard goat trucks and other industrial equipment/vehicles; operates Agency vehicle and radio communication equipment; ensures the proper operation and maintenance of equipment and tools of the trade.


    EDUCATION, TRAINING AND EXPERIENCE:
    Graduation from high school or GED equivalent with additional college-level coursework in chemistry, biology and wastewater and/or water treatment technology and at least four years of progressively responsible experience in skilled, journey-level wastewater treatment plant operation; or an equivalent combination of education, training and experience.
     
    LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS:
    A valid California Class C driver's license and the ability to maintain insurability under the Agency's vehicle insurance program.
     
    California State Water Resources Control Board Wastewater Treatment Plant Operator Grade III, IV or V certification is required at promotion.
     
    California State Water Resources Control Board Water Distribution and/or Treatment Operator certifications are desirable.
     
    Annual certification for CPR, First Aid, HAZWOPER, forklift and confined-space entry training. Annual completion of Self-Contained Breathing Apparatus face fit per OSHA requirements is required at time of appointment and during the course of employment. The employee may be required to wear other types of respirators, dust, particulate or cartridge masks dependent upon the work environment.
     
    KNOWLEDGE OF:
    Principles, methods and techniques for operating pumps, valves, electric motors and engines.
     
    Principles, practices and techniques of treatment processes.
     
    Principles, methods, practices and techniques utilized in chemical and biological analyses.
     
    Uses of SCADA control instrumentation, manual control systems and computer applications related to the work.
     
    Appropriate business ordinances, codes, procedures and practices regarding area of assignment.
     
    Local, state and federal laws and regulations regarding area of assignment and relevant Environmental Protection Agency (EPA) regulations.
     
    Safety policies, procedures and safe work practices applicable to assignment including OSHA regulations, confined space entry and lock out tag out procedures.
     
    Basic principles and practices of employee supervision.
     
    Basic budgetary principles and practices.
     
    Sound business communications.
     
    Agency human resources policies and labor contract provisions.
     
    ABILITY TO:
    Organize, assign and inspect the work of Wastewater Treatment Plant Operators at assigned facilities.
     
    Provide daily work direction and technical and safety training to assigned operators.
     
    Monitor and analyze treatment and recycled water distribution, troubleshoot system and equipment anomalies, malfunctions and failures, evaluate alternatives and recommend or adopt effective courses of action safely, quickly and effectively.
     
    Set priorities and exercise expert independent judgment within areas of responsibility.
     
    Communicate effectively, both orally and in writing.
     
    Understand, interpret, explain and apply applicable laws, codes and ordinances.
     
    Be medically authorized to be fitted for and wear a respirator.
     
    Represent the Agency effectively in dealings with regulatory agencies and contractors.
     
    Operate a computer and standard business software.
     
    Operate man lifts, forklifts, loaders and/or yard goat trucks and other industrial equipment/vehicles; operate an Agency vehicle and radio communication equipment.
     
    Understand the regulatory requirements at assigned facilities, i.e., the State Water Resources Control Board, California Regional Water Quality Control Board, Santa Ana Watershed Project Authority and South Coast Air Quality Management District.
     
    Use tact and diplomacy in dealing with sensitive and complex issues, situations and concerned people.
     
    Establish and maintain effective working relationships with all those encountered in the course of work.
