Job Description
To oversee the daily operations of the Purchasing Division, train and supervise Buyer position(s) and assume all relevant duties of the Director of Procurement and Contract Management in his/her absence.
Supervises personnel and provides leadership within the department as assigned.
Essential Duties
Assumes relevant duties of the Director of Procurement and Contract Management in his/her absence.
Ensures the City’s procurement and inventory management process complies with federal, state and local policies.
Monitors and analyzes legislative bills relating to procurement policies and standards.
Assists in administering the Procurement Card (P-card) Program and reviews transactions for policy compliance.
Reviews all city-wide requisitions to ensure compliance with the Management Policy and SOPs and to prepare and issue city-wide purchase orders and change orders using the city’s financial system.
Advises and assists departments with procurement and payment methods including purchase orders (PO), P-cards, quotes, bids, leases, and requests for proposals and qualification (RFP/RFQ).
Assist with reviewing and preparing formal bid evaluation processes and Requests for Proposals, including preparation of vendor matrix, scheduling bid meetings, conduct bid openings and vendor interviews; ensures compliance with solicitation requirements, policies, and procedures; analyzes bids to ensure all required standards are met, and completes evaluation reports.
Assists in maintaining annual contract list to include re-bidding and renewals before the expiration date.
Assist with maintaining the vendor master file.
Coordinates with vendors to obtain product or service information.
Assists in overseeing vendor contracts to ensure compliance with federal, state and local purchasing policies, guidelines, laws and regulations.
Assists with resolving vendor performance issues.
Provides procurement education and training support to the Senior Buyer, Buyer(s) and City staff. Plans, coordinates, supervises and evaluates activities and the work of assigned staff; participates in the development and implementation of goals, policies and priorities for procurement activities and operations.
Evaluates the work of assigned staff; administers work assignments and monitors deadlines; meets with staff to identify and resolve problems; counsels employees to correct deficiencies; recommends disciplinary actions.
Assists in generating, coordinating and managing the annual Purchasing Division budget.
Procures goods and services for the Purchasing Division.
Processes division’s monthly procurement card transactions.
Maintains responsible business relations with vendors; keeps informed of new products and services, market conditions, and current prices; evaluates vendor performances.
Maintains purchasing records in accordance to the retention schedule.
Maintains purchasing monthly and annual purchasing measures.
May serve as a member of various employee committees.
Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures all behaviors comply with the City’s Personnel Rules and Regulations.
Performs other duties as assigned.
Required Minimum Qualifications
Associates degree in business administration, management, public administration or a related field from an accredited two-year college or university;
and
Three (3) years of progressively responsible purchasing, finance and supervisory experience;
or
Any equivalent combination of education and experience.
Experience With Municipal Government Purchasing And/or Finance Preferred.
Professional certification from a recognized Purchasing Association preferred.

- Considerable knowledge of municipal government procurement methods and SPECIAL REQUIREMENTS TOOLS AND EQUIPMENT USED PHYSICAL DEMANDS WORK ENVIRONMENT SELECTION GUIDELINES procedures including Texas Local Government Code; working knowledge of sources of supplies, price trends and grades or quality of materials and equipment; working knowledge of the laws and ordinances governing the purchase of goods and services.
- Technically adept at understanding and analyzing purchasing requisitions and making procurement recommendations and decisions; able to maintain complex purchasing and inventory records;
- Able to effectively lead a team and establish and maintain effective working relationships with employees, departments, vendors and the public;
- Able to communicate effectively both orally and in writing.
- Able to learn and use the city’s enterprise software.
- Ability to maintain regular and punctual attendance.
