Job Description:
Location: Nebraska Emergency Management Agency, 2433 NW 24th Street, Lincoln NE
Job Duties:
- Works with program managers and others to identify requested scope of work necessary to contract development, identify fund sources and cost estimate of contract proposals.
- Develops, tracks and reports contract performance metrics to management.
- Keeps detailed and complete records of all tasks, activities and documentation for program compliance monitoring and audits.
- Reviews invoices and supporting documentation to assure consistent with contracts.
- Works with NEMA legal and DAS procurement for compliance in development of contracts proposals.
Hourly Pay Rate is $26.566 - $39.162. Pay rate may be commensurate with education and experience, if approved.
Requirements / Qualifications:
Minimum Qualifications: Bachelor’s degree in business administration, procurement, supply/inventory operations or related field AND three years procurement related experience. Experience can be substituted for education on a year for year basis.
Other: Background check will be required. Must have a valid driver's license.
Incumbent in this position, after a successful probationary period, are assigned as an Agency Watch Officer on a rotational basis. When serving as Watch Officer, incumbent must be available in the event of an emergency on a 24-hour basis for a seven day period. Additionally, incumbents must be able to report to the NEMA office within a timely manner and be available to travel away from home for up to two weeks at a time. Normal overnight travel up to 10-15% of work schedule. Incumbent physical requirements: the ability to move/lift/push/pull 50 lbs on occasion and the ability to work in outdoor temperature extremes.
Knowledge of State purchasing regulations, methods and procedures.
Ability to communicate effective; work independently and prioritize work assignments; develop and enforce purchasing procedures, regulations, and statutes.
