POSITION SUMMARY
Assist the Contract and Compliance Manager by implementing the procurement process for all competitive agency purchases. Responsible for procuring, writing, negotiating, finalizing, the subcontracts of the organization with external parties in accordance with established applicable policy, rules, codes, and laws.
PRINCIPAL DUTIES AND RESPONSIBILITIES
- Create, publish, manage, and finalize procurements for agency child welfare services contracts and other purchases as required.
- Assist Contract Department with developing and maintaining provider files and any other related contract documents.
- Facilitate and manage contract negotiations for provider contracts.
- Develop contract deliverables related to the scope of work and intended service provision.
- Produce reports regarding provider contracts, procurements, and status of negotiations, as needed.
- Ensure all procurements and contracts are fair and follow local, state, and federal regulations.
- Collaborate with internal and external parties to establish contract terms and agreements.
- Review regulations and industry standards to ensure contract and procurement processes and policies are up to date.
- Attend trainings and meetings that are contracted-related.
- Perform various administrative and organizational tasks related to contract procurement, management, and monitoring.
- Other duties as assigned.

EXPERIENCE/PERFORMANCE REQUIREMENTS (Knowledge, skills, and abilities):
- Ability to negotiate and provide critical project management for competitive and non-competitive procurements.
- Excellent verbal and written communications skills.
- Knowledge of procurement and contract related terms and concepts
- Proficiency in word processing, spreadsheet software and database applications.
- Excellent organizational skills.
- Ability to work independently.
- Professional experience, of at least two years, in nonprofit procurement and contractual management as well as governmental contract laws, rules, and regulations, as evidenced by your supporting resume and CPC application.
- Must be aware of and use of Florida Statutes, Florida Administrative Code, federal and state regulations on procurement as well as contracts and/or grants.
EDUCATION REQUIREMENTS
- Bachelor’s degree in business administration, finance, logistics or related field.
LICENSES AND CERTIFICATIONS
- Possess a current Background Clearance Screening Letter as required by DCF.
- If local travel is required, a Valid Florida driver’s license and documentation of current automobile insurance, with $100,000/$300,000 bodily injury liability limit, is required.
PHYSICAL DEMANDS AND WORK ENVIRONMENT
Employee will work in an office/clerical environment. The employee will work predominantly seated with recurrent need to walk, stand, and bend from the waist. Occasional light lifting, stooping, and climbing may be required. Occasional local travel.
