JOB DESCRIPTION
Classification: Exempt
Department: Finance
Reports to: Director of Finance
Summary/Objective
The District Payments Manager fulfills all duties of payroll processing as well accounts receivable and accounts payable. In addition, this role provides reconciliation duties for vendor payments and billings, serves as the administrator of credit card accounts and company vehicles, posts journal entries, produces 1099s, maintains petty cash, assists with audit and budget information, and is responsible for the District’s annual dues collection activities.
Essential Functions

Develop internal systems to process all payroll account transactions including timekeeping, salaries, benefits, garnishments, deductions, taxes, etc. and maintain accurate records and reports of all transactions.
Perform all aspects of accounts payable/receivable functions and processes, including processing vendor invoices, expense vouchers, and purchase requisitions for timely payment, assisting with bank reconciliations, documenting loans, and other related activities.
Acquire W-9s from every vendor and produce 1099’s and/or other tax reporting documents as necessary.
Manage CMPDD vehicle assignments, insurance coverage, tag/registration payments, fob/key inventory, and other related vehicle needs.
Prepare bank deposits, maintain petty cash account, monitor CMPDD credit card inventory, limits, and administration.
Assist management with special projects, administrative tasks, building maintenance management, and other related work as assigned by the Chief Executive Officer or Director of Finance, functioning in a ‘catch-all’ role for duties not specifically assigned to other employees whether on-going or in an emergency.

Work Environment
While performing the duties of this position will occur mainly in an office environment, the employee may travel by automobile and be exposed to changing weather conditions.
Physical Demands

While performing the duties of this job, the employee is regularly required to talk or hear. The employee is regularly required to stand, walk, sit; use hands to finger, handle or feel objects, tools, or controls; and reach with hands and arms. The employee frequently lifts and moves up to 20 pounds. Specific vision abilities required by this job include close vision distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
Position Type/Expected Hours of Work
This is a full-time position. Days and hours of work are Monday through Friday, 8:00 a.m. to 5 p.m.
Travel
Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected.
Required Education and Experience
Associate degree in business, accounting, or related discipline AND at least five (5) years of full-time experience as administrator of payroll, accounts payable, accounts receivable, or related function.
Any combination of education, training and experience providing the required knowledge, skills and abilities to perform the essential functions of the job will be considered.
Additional Eligibility Qualifications
Current knowledge of accounting and payroll procedures, related laws, regulations, and tax requirements.
Detail-oriented with strong organizational skills.
Ability to communicate effectively in both oral and written form.
Ability to accurately enter data in a timely manner.
Experience with data entry, filing, scheduling, customer service, and communications.
Proficiency in Microsoft Office products (Outlook, Word, and Excel,) is required.
Ability to work in a team environment and initiative to work alone.
Ability to establish and maintain effective working relationships with others.
Must have and maintain a valid Mississippi driver's license.

Other Duties
Issue CMPDD annual renewal letters, invoice and track membership dues, post dues payments, reconcile and report status to appropriate management.
Ensure compliance with relevant laws regarding payroll and tax reporting; assist with providing audit information, budget preparation, and reporting as needed by the Director of Finance.
Post loan program transactions and journal entries as needed.
Secure appropriate documentation and reporting of all credit, banking, accounting, tax-related, and other activities performed in this role.
