    WORK SCHEDULE

    Full-time, 40 hours per week. Will be required to work additional hours as needed to complete assignments and projects.

     

    SUMMARY

    Responsible for assisting the Director in leading and developing the Professional Services line of business. Support in the management of all operational phases from business capture to requirements delivery, driving the growth and stability of the Professional Services Division. Establish and ensure adherence to program plans, schedules, and budgets. Participate in proposing, negotiating, and preparing contracts by considering the financial conditions, resources, and contractual requirements. Develop solutions for business capture and ongoing programs. Direct assigned Program Managers, peers, and subordinates from various teams, departments, and companies. Form, mature, and grow teams to accomplish program objectives with increasing complexity. Assist in establishing procedures and work instructions that produce consistency and quality. Must be capable of identifying and overcoming problems with minimal supervision.

     

    ESSENTIAL DUTIES & RESPONSIBILITIES

    • Support in establishing clear roles and responsibilities for each team member and ensure each team member is actively engaged with a project.

    • Communicate requirements, goals, challenges, and progress to the division director, stakeholders, and leadership.

    • Recruit hard-to-find SMEs to join our Team.

    • Support the development procedures and quality standards that clearly communicate expectations to the Professional Services Division.

    • Coach and mentor other managers on quality contract execution.

    • Ensure a safe and healthy work environment for our employees.

    • Assist in tracking and improving the status of cost, schedule, and performance metrics across the Division.

    • Provide strategies (both short and long-term) to ensure the continued growth of the Division.

    • Form Key Performance Indicators (KPI) and achieve targets that support the Professional Services Division organizational goals.

    • Accomplish goals through cooperation with other divisions and departments.

    • Assist in technical planning to design and develop solutions that meet the Government’s contractual specifications and performance requirements.

    • Monitor statutory, regulatory, industry, and competitive impacts that translate to operational/solution changes.

    • Interpret complex requirements and interact closely with the client and subordinates to prepare project plans, procedures, and proposals.

    • Support the development of a pipeline for future projects.

    • Support the capture of new projects.

    • Serve as a Solution Architect, ensuring proposals offer high-value technical and managerial solutions.

    • Assist in the development of detailed and accurate pricing proposals.

    • Report in writing and orally to Division Director.

    • Maintain regular and punctual attendance.

    • Perform other duties as assigned.

     

    SUPERVISORY RESPONSIBILITIES

    Forms teams and supervises Program Managers, Project Managers, Site Managers, and Team Leads as assigned.

     

    Job Requirements

    MINIMUM QUALIFICATIONS

    • Minimum of a Bachelor’s Degree in Management, or related business/ technical field.

    • Minimum of ten years of experience in program management.

    • Minimum of five years of federal contractor experience (DOD, DOE, etc).

    • Minimum of two years of experience leading an organization of at least 50 people.

    • Minimum of two years of experience in business development within the government contracting sector.

    • Proficiency in planning, integrating, managing, cost estimating, and risk assessing large programs.

    • Flexibility in scheduling work hours and the ability to travel up to 50% of the time is required.

    • Ability to achieve and maintain a SECRET security clearance.

     

    DESIRED QUALIFICATIONS & SKILLS

    • Advanced technical knowledge of government support contracts.

    • Ability to coordinate multiple projects and initiatives at one time.

    • Strong written communication skills to include advanced proposal development.

    • Expert computer skills with advanced knowledge and experience in Microsoft Office Suite software.

    • Excellent communication, leadership, and interpersonal skills.

    • Advanced organizational and program management skills.

    • Accuracy and thoroughness—must monitor own work to ensure quality.

    • Ability to negotiate well and handle issues with diplomacy.

    • Adapt to changes in the work environment and manage competing demands.

    • Analytical skills and sound judgment to solve problems.

    • Ability to create an environment of teamwork and positive morale.

     

    TRAVEL

    Up to 50%.

     

    DRIVING REQUIREMENT

    Must have or be able to attain a valid state driver’s license and be insurable on the company’s automobile insurance policy.

    Driving, with or without accommodation, may be required when traveling and/or short occasional amounts of local driving. The expected driving time is less than 25%.

     

    PHYSICAL DEMANDS

    Position consists of sitting for long periods of time, bending, kneeling, stooping, crouching, and lifting boxes weighing up to 40 pounds. Frequently uses hands/fingers for handling and working with small objects. Seeing up close, must not be color blind and must be able to wear protective eye wear.     WORK ENVIRONMENT

    Work is performed in an office environment the majority of the time. Long hours may be needed by project demand.
