Requires a PhD or terminal degree appropriate to the field. Has considerable experience and is qualified to teach at undergraduate and graduate levels and initiates research and case studies in field of interest and may publish findings in trade journals or textbooks. Provides intellectual leadership and has made significant contributions to the field. May offer independent study opportunities and mentoring to students.     • This recruitment is being established on behalf of the Law Library and is not a Merced County position.
    • This is a full-time position (40 hours).
    • Position qualifies for MCERA retirement pension benefits.

    Duties may include, but are not limited to the following:
    • Plans, coordinates, and manages all programs and activities necessary for the administration and operation of the Law Library.
    • Reports to the Board of Trustees and serves as their Recording Secretary at monthly Board meetings.
    • Makes policy recommendations and implements the Board's decisions.
    • Prepares, presents, and implements annual budgets.
    • Prepares meeting agendas, minutes, reports of receipts and expenditures paid, annual reports, and other reports as required.
    • Manages the Law Library's accounts receivables and payables; maintains financial records.
    • Establishes and maintains a positive relationship with diverse patron community.
    • Selects, hires, trains, and supervises staff necessary to conduct the Law Library's operations.
    • Maintains active participation in the Council of California County Law Librarians (CCCLL) and other legal associations as directed.
    • Acts as a liaison with other law libraries.
    • Oversees the passport program.

    Minimum Qualifications

    Experience:
    Four (4) years of increasingly responsible administrative level duties and at least two (2) years in a lead position or supervisory capacity performing complex administrative work in a legal office. Up to two (2) years of college or business school training, with relevant coursework, may be substituted for the required experience on a year-for-year basis.


    OR

    Three (3) years of progressively responsible experience working in a Law Library and demonstrated knowledge of legal research techniques and methodologies and one (1) year journey level administrative experience in a Library setting.

    License:
    Possess a valid California driver's license at time of appointment and maintain.

    Essential Functions

    ESSENTIAL FUNCTIONS:


    • Operate a personal computer and other office equipment.
    • Communicate effectively with others in person and over the telephone.
    • Analyze data, interpret policies, procedures and regulations, develop appropriate conclusions and prepare reports.
    • Resolve conflicts and respond appropriately to complaints.
    • Complete multiple priority projects with conflicting deadlines and under stressful conditions.
    • Maintain confidential information in accordance with legal standards and/or County regulations.
    • Prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping.
    • Frequently carry, lift, push, pull and manipulate large and small objects.
    • Frequent use of hand-eye coordination.
    • Must be able to lift up to thirty (30) pounds.
    • Regular attendance is an essential function.
    Knowledge of:
    • Emerging legal research methods and technology.
    • Principles of payroll, budgeting and financial management.
    Ability to:
    • Negotiate with vendors and providers for the Law Library services and resources.
    • Participate in Law Library professional associations and continuing education.
    • Operate a personal computer and other office equipment.
    • Communicate effectively with others in person and on the telephone.
    • Analyze detailed data, interpret directions, procedures and regulations and develop appropriate responses.
    • Perform job duties under potentially stressful conditions and respond appropriately.
    • Assist the judiciary, attorneys and the general public in locating and obtaining legal research material in print or electronic format.
    • Use independent judgment to define line between legal advice and legal information.
    • Promote the mission of the County Law Library and show the ability to effectively network with others as well as advocate for its needs.
