About the opportunity:
This position provides professional project management leadership and support for WaTech in the delivery of statewide information technology (IT) projects and services. The Project Manager uses an understanding of the agency’s mission, leveraging expert knowledge of project management methodologies to manage projects critical to the success of WaTech and its customers. This position reports to the Enterprise Project Management Office Manager in the Strategy and Management Division.
As a Project Manager, you will conduct all aspects of project management over the entire project lifecycle (initiation, planning, execution, monitoring/controlling and closing). In this role you will be responsible for statewide IT projects including those that involve multiple state and local agencies as well as WaTech.
Some of what you can expect:

Clarify, document, and broker agreements on project scope, goals, deliverables, risks, issues, and methodologies that support business goals.

Identify project constraints and dependencies and provide recommendations.

Ensures all tasks related to the success of the project are planned, scheduled, properly resourced, and successfully executed.

Determine Return on Investment (ROI) on proposed IT projects.

Create feasibility studies for proposed IT projects to determine the best suitability and alternative to meeting business needs.

Report project status (deliverables, resources, risks, issues, budget, and schedule) executive sponsor(s) in WaTech, and impacted state agencies.

Identify, document, monitor, and resolve project changes, risks, issues, and quality throughout the lifecycle of the project.

Develop a properly resourced project schedule to ensure timely completion of the project.

Assign project team member roles, responsibilities, and project tasks.

Manage the project scope, schedule, and budget throughout the project.

Effectively manage project issues, risks, and decisions.

Track project milestones/sprints and deliverables.

Translate complex technical concepts and benefits to business users.

Direct project governance, gateways, and project authorization documents.

Assure procurements, requests for purchases, and vendor acquisitions for programs and projects are completed on time.
Here is what we are looking for:-
Bachelor’s or higher degree involving a major study in information system technology, business, public administration, or allied field. (Additional years of experience can substitute for the degree).

Seven years of experience as a project manager for projects of increasing complexity and size with a demonstrated record of successful project implementations for high visibility projects with multiple complexities.

Proficiency in advanced project leadership skills, including motivating and inspiring the team, bridging gaps, and negotiating solutions to project barriers.

Strong communication skills and experience gathering and documenting customer requirements.

Successful completion of professional Project Management coursework such as UW PM Certification or similar training (72 hours minimum) with an in-depth understanding of its life cycle. Training to be considered; Waterfall, Agile, Prince 2, or PRiSM.

Demonstrated proficiency in educating, fact-finding, influencing, negotiating, collaborating, and summarizing to/for customers with ability to actively listen and interact effectively with others across a broad audience.

Demonstrated proficiency with Microsoft Office tools (MS Project, PowerPoint, Excel, Word, and Visio).
Preference shall be given to those who possess the following certification(s):-
Master’s degree involving a major study in information system technology, business, public administration, or allied field.

Project Management Professional (PMP) certification.

Experience with:

IT Infrastructure Library (ITIL).

Product lifecycle.
-
Cloud services.
-
Virtual environments.
-
Physical infrastructure environments.

Software systems.
-
Telephony.
-
Storage environments.

The shared State Governmental Network or similar complex network.

Familiarity with PROSCI (Change Management) or Six Sigma (Lean) or equivalent Organizational Change Management (OCM) familiarity.

Experience with:

SharePoint and Microsoft Teams to manage project documentation.

Microsoft Project Server/Project Online (POL).

Technology procurements and COTS/SaaS implementation projects.
