Project Management Director develops and directs project management operations and strategic planning to meet organizational goals. Provides overall strategic governance for projects by establishing standards, processes, and tools used for effective project delivery. Being a Project Management Director establishes methodologies to set productivity and quality targets and to assess results for all projects. Responds to escalated project issues that may impede project delivery and coordinates solutions. Additionally, Project Management Director monitors and analyzes project metrics to identify weaknesses or problems and to propose operational improvements and cost savings for future projects. Requires a bachelor's degree. May require a project management certification. Typically reports to top management. The Project Management Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Project Management Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     Salary Range: $80,000-$95,000 annually based on experience

    Period of Performance:  22 months

    Project/Position Overview:

     This project will rehabilitate the failing wastewater systems at Fort Hancock by removing antiquated underground lines, demolishing out-of-service treatment equipment, and rejuvenating overgrown percolation beds. Project work includes safety upgrades to the main lift station; removal of three unused secondary clarifiers and the unused denitrification equipment; and restoring proper drainage at the reed basin percolation beds. Design and install gravity sewer systems to serve the active and planned Fort Hancock and MAST lift station campus buildings.

    This project will also rehabilitate the potable water distribution systems at Sandy Hook. All work performed on the facilities shall be undertaken with utmost care to ensure respect and preservation of natural and cultural resources. 

    Responsibilities and Duties:

    • Provide technical assistance and support to CO during construction. 
    • Arrange, attend and facilitate a variety of meetings, including weekly meetings at the project site. 
    • Document issues encountered and problems experienced with the construction contractor. 
    • Read and interpret construction schedule to evaluate and document progress.
    • Have knowledge of construction work within water and wastewater to observe, document and confirm conformance to the contract, plans and specifications.
    • Deliver reports, reviews, evaluations, design work, etc. to CO.
    • Review and process Construction Contractor's RFIs and assist in resolution, draft response, tracking, and follow up.
    • Evaluate payment requests.
    • The ability to understand and document negotiations between the Government and the Construction Contractor for the technical scope requirements, prime and subcontractor labor, equipment, material, overhead and profit.

    Required Education, Knowledge and Skills:

    • Minimum 10 years design experience in water and wastewater.
    • Minimum of OSHA 30-hour construction safety training required.
    • Knowledge of project building codes, applicable safety regulations, ability to facilitate, understand and document pre-inspections, inspections during construction and post inspections.
    • Knowledge of cost estimating with breakdown of labor, materials and equipment costs for proposed construction contract modifications.
    • Ability to read and interpret plans, schedules, and other specifications.
    • Written and verbal communication, problem-solving, and conflict resolution skills
    • Knowledge of software including Microsoft Project, Word, Excel, Adobe, MS Project and any other software programs typically utilized.
    • Maintain a valid driver's license.
    • The ability to understand and document negotiations between the Government and the Construction Contractor for the technical scope requirements, prime and subcontractor labor, equipment, material, overhead and profit.
    • Ability to walk or climb on a daily basis to observe contract performance.
    • Ability to communicate effectively with a diverse range of individuals.
    • Ability to multi-task and prioritize in a fast-paced work environment.
