Project Management Specialist
Reports to: Physical Resources Director
Salary (Grade): $30.47 (G23-E)
Status: Reg. Full-Time (Non-Exempt)

Job Purpose & Position Overview:
This position is a non-supervisory position that is responsible for providing clerical and other assistance for the Construction Manager (Professional Engineer and other tribal consultants). This position is responsible for coordinating construction administration for projects funded through Indian Health Service, Bureau of Indian Affairs, Winnebago Tribe of Nebraska and others. This position will also be responsible for coordinating, managing, organizing and archiving construction documents for completed projects. The incumbent will report directly to the Physical Resources Director. The work requires specific interaction with other tribal programs, tribal members, independent contractors, B.I.A., I.H.S. and others as necessary.
Specific Job Duties/Responsibilities:
- Demonstrates the Winnebago Tribe’s core mission, vision, and values.
- Track and reconcile all program expenditures in compliance with applicable contract requirements.
- Coordinate with Tribal Finance and Programs to confirm payments are made to vendors in a timely manner without delay.
- Prepare digital Purchase Orders for submittal to Finance Department
- Prepares and coordinates all documents/logistics of approved projects of each program.
- Prepares and completes all required reports, operating plans, fiscal/budgeting for all involved programs.
- Attend required departmental meetings including Tribal Council Meeting updates for Construction Management.
- Shall be responsible for scanning maintaining a digital catalog of all construction management related documents (building construction, electrical, and water plans, wastewater and drinking water system plans, archive data, etc.).
- Shall be responsible for ordering and payment of office supplies, and equipment and etc.
- Coordinating in assuring all filing systems are correct and amend as needed and maintain confidentiality of files.
- Performs clerical duties as required.

- Plan, schedule, or coordinate construction project activities to meet deadlines.
- Prepare and submit budget estimates, progress reports, or cost tracking reports.
- Interpret and explain plans and contract terms to representatives of the owner or developer, including administrative staff, workers, or clients.
- Prepare contracts or negotiate revisions to contractual agreements with architects, consultants, clients, suppliers, or subcontractors.
- Knowledge of materials, methods, and the tools involved in the construction or repair of houses, buildings, or other structures such as highways and roads
- Determine labor requirements for dispatching workers to construction sites.
- Inspect or review projects with the assistance of Tribal Consultant/s, to monitor compliance with building and safety codes or other regulations.
- Plan, organize with the assistance of Tribal Consultant/s, or direct activities concerned with the construction or maintenance of structures, facilities, or systems.
- Prepare contracts or negotiate revisions to contractual agreements with architects, consultants, clients, suppliers, or subcontractors.
- Propose, review, or approve modifications to project plans.
Required Qualifications/Skills:
- Associate’s degree preferred, but not required
- 3-5 years of experience of construction management.
- Proficient with development and use of Microsoft EXCEL & WORD software.
- Excellent verbal and written communicator; ability to write reports, training and marketing materials, technical reports. Ability to present to groups of people.
- Knowledge of bookkeeping/accounting practices.
- Experience in dealing with confidential information.
- Increase responsibility self-starter with the ability to perform with little or no direct supervision.
- Ability to pass drug screen and background checks.
- Must meet Driver Eligibility Guidelines.

- Must be willing to attend meetings and trainings as requested.
Physical Requirements:
- Heavy office work, which includes the ability to lift up to 30-50 lbs.
- Regularly required to walk, stand, and sit for extended periods of time and use hands to operate computer keyboard, phone, and various office equipment.
- While performing daily duties, the employee is regularly required to talk and listen.
- Ability to drive company owned vehicle or personal vehicle.
- Ability to travel via car or plane.

Certificates, Licenses & registrations:
