Project Manager / Assistant Engineer

  • Job Summary: The Project Manager will assist the Madison County Highway Department Chief Administrative Officer to provide and maintain safe and improved roads and bridges for Madison County citizens.

    The Assistant Engineer will provide technical support and coordination to the Highway Department by assisting in the planning, design, and construction of transportation infrastructure projects, including but not limited to asphalt pavement repairs, surfacing and resurfacing, culvert replacements, guardrail repairs and replacements, bridge repairs, bridge replacements and other projects as directed by the Chief Administrative Officer.

    Responsibilities

    • Assist with the development of the Highway Department’s on-going pavement management system, as well as the planning of future pavement repairs and resurfacing.
    • Coordinate with the Highway Department’s GIS staff and assist with the development and maintenance of the existing Highway Department GIS system.
    • Coordinate with the Highway Department’s Engineering Consultants in the preparation and development of project plans, specifications, and cost estimates for transportation infrastructure projects such as road repairs and resurfacing, bridge maintenance and replacement, culvert repair and replacement, etc.
    • Provide technical support in the review and approval of permit applications, engineering plans, and specifications.
    • Assist in the coordination of project activities with contractors, other agencies, and other Highway Department staff.
    • Assist with the bidding of Highway Department projects and materials.
    • Monitor and document progress of projects awarded to contractors to ensure that work is completed according to schedule and specifications, as well as coordinate any related activities, including but not limited to review of requests for information, change orders, pay requests, etc.
    • Conduct field inspections to evaluate project sites, identify potential issues, and develop solutions.
    • Assist in the preparation of grant applications, reports, and other project-related documents, including coordination with other local, State and Federal Agencies as well as grant administrators, including but not limited to TDOT, TDEC, TEMA, FEMA, NRCS, U.S. Fish and Wildlife, U.S.D.O.T., U.S Army Corps of Engineers, etc.
    • Maintain project files and records, including drawings, plans, specifications, and correspondence.
    • Subject to being on-call 24 hours a day to assist in the emergency response and resolution of hazardous conditions.
    • Assist Highway Department staff as needed in response to natural disasters as it relates to gathering information and data for the County’s Emergency Management Agency, as well as meeting FEMA requirements.
    • Maintain on-going professional development to remain current with changing technologies, government regulations and paperwork.
    • Coordinate with the Highway Department Safety Director to promote safe work sites and work habits.
    • Other duties as assigned by the County Highway Engineer.

    Qualifications and Requirements

    MINIMUM REQUIREMENTS:

    • 3-5 years of experience, minimum, in civil engineering or transportation infrastructure design and construction.
    • Strong technical writing and communication skills.
    • Familiarity with CAD software and other design tools.
    • Knowledge of local, state, and federal transportation regulations and standards.
    • Ability to effectively present information and respond to questions in various meeting settings.
    • Ability to define problems, collect data, establish facts, and draw valid conclusions.
    • Ability to work independently and as part of a team.
    • Valid driver's license.

    PREFERRED REQUIREMENTS:

    • Bachelor's Degree (B.S.) in Civil Engineering from an ABET accredited four-year college or university.
    • A Licensed Professional Engineer in the State of Tennessee, or the ability to obtain the same within 2 years of hiring.

    Physical Demands & Work Environment

    PHYSICAL DEMANDS:

    • Occasionally required to wear personal protective equipment (PPE) including, but not limited to, safety toe boots, hard hat, safety glasses, hearing protection and safety vest.
    • While performing the duties of this job, the employee is frequently required to stand, walk, talk or hear.
    • The employee is occasionally required to reach with hands and arms, climb or balance, stoop, kneel, crouch, crawl, bend, lift, pushing, pulling, and carrying.
    • The employee must occasionally lift and/or move up to 50 pounds.
    • Specific vision abilities required by this job include close vision and depth perception.
    • Occasional operation of tools and power equipment.

    WORK ENVIRONMENT:

    • Employee will be required to work both in an office setting with a computer, as well as outdoors in the field and occasionally around the operation of heavy construction equipment by others.
    • While performing the duties of this job, the employee is occasionally exposed to moving mechanical parts and outside weather conditions.
    • The noise level in the work environment is usually quiet, although the individual can be exposed to loud noise situations occasionally, as can be expected at a construction site or Highway Department equipment and materials yard.

    WRITTEN/ORAL / PERFORMANCE EXAMINATIONS:
    No written or performance examination will be required prior to employment for this position. Applicants are screened for interview based on an evaluation of their education, training, experience, and other requirements as outlined in this Position Announcement and denoted on their Job Application. Safety training will be provided by Madison County Highway Department once employment commences, and occasional quizzes and or tests may be required to demonstrate competent understanding of the materials covered.

    This is a FULL-TIME EXEMPT (SALARIED) POSITION, Monday through Thursday, 6:00am-4:00pm.
