Job Location: This position will be located at 912 Wildwood Drive, Jefferson City, MO with the possibility of remote or hybrid work.

The Policy Director leads public policy development, analysis, and implementation on potential or enacted laws, regulations, and department policy. The Policy Director provides the substantive expertise and direction needed to further our mission to protect health and keep people safe. The Policy Director will be responsible for identifying unmet health and senior services needs of Missourians and develop policy options for the department to consider
What you’ll do:
- Lead the department’s efforts regarding policy development.
- Identify public policy opportunities or threats and work with staff to create and develop proposed legislation or regulations in response.
- Identify opportunities for DHSS to address public policy challenges with the public and stakeholders, and lead this work.
- Lead department efforts to further Missouri’s Foundational Public Health Services to ensure that every Missourian has a fair opportunity to access quality public health and healthcare services.
- Encourage and engage local public health authorities’ involvement in public policy.
- Aid in the development of draft legislation and regulations.
- Develop partnerships with stakeholders that share common interests and coordinate actions.
- Conduct research to identify, develop and display relevant data and information.
- Follow relevant policy development at the federal level and in other states.
- Lead the department’s interaction with the State Board of Health and Senior Services.
- Represent DHSS at external meetings, workgroups and committees.
- Participate as part of the policy development team — sharing work, expertise, and resources.
- Perform other duties as assigned.
All you need for success:
Minimum Qualifications
- For policy director, at least three years of professional public policy and/or advocacy experience with a public health or health care related organization, association, governmental entity, or political organization, or equivalent combination of education and experience. Graduate degree or juris doctorate strongly preferred.
- Ability to read, analyze and interpret complex law and regulations and communicate conclusions and recommendations in plain English to key audiences.
- Ability to draft policy documents.
- Familiarity with Missouri State law and regulations.
- Knowledge of state, federal and local political processes.
- Ability to build effective relationships and represent DHSS in a professional and confident manner
- Deep knowledge of public health and health care environments and systems.
- Strong project coordination/management and leadership skills.
- Excellent oral and written communication skills.
- Exceptional interpersonal skills.
- Able to successfully communicate effectively and work with diverse populations.
- Ability to conceptualize, analyze and communicate complex health policy issues to internal and external stakeholders.
- Strong, collaborative team player also able to successfully work independently.
- Proven ability to effectively manage multiple projects with competing priorities while meeting deadlines.
- Comfortable giving and receiving feedback in a constructive manner to colleagues and supervisors.
- Proficiency with Microsoft Office Suite including Word, Excel, PowerPoint and SharePoint required.
- Proficiency with Outlook email required.
